경주시는 중소기업 금융 지원 확대, 산업 인프라 개선, 2025 APEC 정상회의를 계기로 한 글로벌 투자유치를 병행하며 산업 정책의 방향 전환을 모색해 왔다. 단기적 위기 대응을 넘어 ‘버티는 산업’에서 ‘확장하는 산업’으로 나아가겠다는 전략이다. 금융·투자·산업 인프라를 아우르는 이 같은 시도는 지역 산업 구조를 재정비하려는 하나의 실험으로도 읽힌다.

이번 기획에서는 경주시의 산업 정책 성과와 APEC 이후를 겨냥한 포스트 전략을 세 가지 키워드로 짚어본다. 

■ 중소기업 금융지원·경영안정에 초점

경주시는 지난 한 해를 지역 중소기업의 경영안정과 체력 보강에 집중한 시기로 평가하고 있다.

미국의 자동차 관세 인상과 고환율·고물가 등 대외 환경 악화가 이어지는 가운데, 기업 부담을 직접 낮출 수 있는 금융 중심의 지원 정책에 방점을 찍었다는 설명이다.

경주시는 지난해 경북 시·군 가운데 최대 규모인 2,404억 원의 중소기업 운전자금 융자를 지원했다. 600여 개 기업이 이차보전 혜택을 받으며 원자재 가격 상승과 금융비용 증가 속에서도 자금 운용의 숨통을 틔웠다.

이를 바탕으로 올해는 242억 원을 추가 확보해 총 2,646억 원 규모로 융자 지원을 확대할 계획이다. 중소기업의 금융 부담을 완화하는 기조를 이어가겠다는 방침이다.

단기 자금 지원에 그치지 않고 기업 경영 전반을 뒷받침하는 정책도 병행된다. 화재보험료 지원과 기숙사 환경 개선 등 10개 기업 지원사업에 23억 원을 투입해 근로 환경과 안전 여건을 개선한다.

아울러 지역 내 105개 중소·벤처기업 육성을 위해 지방시대 벤처펀드 15억 원, G-Star 경북 저력펀드 10억 원을 조성하는 등 성장 단계별 지원 체계도 마련할 계획이다.

주낙영 경주시장은 “단순히 위기를 넘기는 데서 그치지 않고, 기업이 다음 투자를 준비할 수 있도록 정책의 방향을 설계했다”며 “현장에서 체감할 수 있는 지원에 중점을 두고 있다”고 밝혔다.

■ 규제 완화·APEC 활용한 산업 외연 확장

투자유치 분야에서도 가시적인 성과가 이어졌다. 경주시는 지난해 ㈜현대엠시트를 비롯한 국내복귀기업과 수도권 이전기업, 우량 강소기업 등 9개사로부터 총 2,366억 원 규모의 투자를 유치했다.

이를 통해 390여 개의 신규 일자리가 창출되며 지역 고용 기반 확충에도 기여했다.

투자유치의 실효성을 높이기 위한 제도 개선도 병행됐다. 기업 신·증설 지원 한도를 최대 50억 원으로 상향하고, 투자유치 신규 상시고용 기준을 10명으로 완화해 기업 진입 문턱을 낮췄다. 여기에 물류비 지원을 최대 3,000만 원까지 신규 도입해 기업 활동 과정에서 발생하는 실질적 비용 부담을 줄였다.

특히 2025 APEC 정상회의는 경주의 산업 외연을 넓히는 계기로 작용했다. 21개 APEC 회원국을 대상으로 한 경북도 투자포럼과 투자설명회를 통해 SMR 국가산업단지와 경주의 산업 입지 경쟁력이 집중 소개됐다.

대한상공회의소 CEO 서밋과 하계포럼에 지역 기업들이 참여한 장면은, 지역 산업이 글로벌 네트워크와 직접 연결되고 있음을 상징적으로 보여줬다는 평가다.

이 같은 성과를 바탕으로 경주시는 경북도 투자유치 대상 장려상과 중소기업 육성 시책 우수기관 표창을 받았다.

■ POST-APEC 산업지도와 산단 대전환

경주시는 올해를 POST-APEC 산업 전략의 본격적인 출발점으로 규정했다.

총 4억 원을 투입해 경북도 및 KOTRA와 협업, 미국·캐나다 등 APEC 회원국을 대상으로 한 투자유치 대표단 파견과 국내·중국·일본 투자설명회를 연이어 추진할 계획이다. 이를 통해 1조 원 규모의 후속 투자 유치를 목표로 하고 있다.

산업 현장의 체질 개선도 동시에 추진된다. 지난해 시비 35억 원을 투입해 35개 산업·농공단지와 11개 개별공단에서 공용주차장 조성, 도로 및 편의시설 정비, 서면·강동면 진입로와 세천 정비 등 물류·홍수 관련 민원을 포함해 120여 건의 현안을 해결했다.

올해는 43억 원을 추가 투입해 건천2일반산단, 모화공단, 외동농공단지 등을 중심으로 산업 인프라 개선을 이어갈 방침이다.

외동산단에는 산업통상자원부 공모사업으로 추진 중인 복합문화센터와 아름다운 거리 조성 사업이 올해 상반기 완공된다. 청년 근로자가 머물고 싶은 문화산단 이미지를 구축하는 동시에 만성적인 주차난 해소도 기대된다.

아울러 총 638억 원 규모의 ‘문화선도산단’ 공모사업에도 도전해, 노후 산업단지를 산업과 문화가 융합된 혁신 공간으로 재편할 계획이다.

장기적으로는 산업 지도의 공백을 메우는 작업도 추진된다. 경주시는 산업 인프라가 상대적으로 취약한 북부권 안강 지역에 2030년까지 600억 원 이상을 투입해, 정부의 RE100 풍력발전 사업과 연계한 e-모빌리티 전용 산업단지를 시가 직접 조성할 계획이다.

주낙영 경주시장은 “APEC을 통해 높아진 경주의 국제적 위상을 산업 성과로 연결시키는 것이 핵심 과제”라며 “산업 인프라가 부족한 지역에는 과감히 투자하고, 청년이 찾는 산업단지로 경주의 산업 지형을 재편해 나가겠다”고 강조했다.

The prolonged high exchange rate and inflation coupled with the uncertainty of the global trade environment have put the resilience of local industries to the test. In a situation where short-term solutions alone are no longer sufficient, industrial policy also requires a shift from a focus on survival to one focused on growth and expansion.

Gyeongju City has been seeking to shift the direction of its industrial policy by expanding financial support for SMEs, improving industrial infrastructure, and attracting global investment in anticipation of the 2025 APEC Summit. This strategy aims to move beyond short-term crisis response to shift from "sustaining industries" to "expanding industries." This effort, encompassing finance, investment, and industrial infrastructure, can also be seen as an experiment in restructuring the local industrial structure.

This article examines Gyeongju City's industrial policy achievements and its post-APEC strategy, focusing on three key keywords.

■ Focus on SME Financial Support and Management Stability

Gyeongju City considers the past year to have been a year focused on strengthening the financial stability and resilience of local SMEs.

Amidst the ongoing deterioration of the external environment, including the US's increased automobile tariffs, high exchange rates, and rising inflation, the city emphasized financial support policies that can directly reduce the burden on businesses.

Last year, Gyeongju City provided 240.4 billion won in working capital loans to SMEs, the largest amount among all cities and counties in North Gyeongsang Province. Over 600 companies benefited from secondary collateral, facilitating their operations despite rising raw material prices and rising financial costs.

Building on this momentum, the city plans to secure an additional 24.2 billion won this year, expanding loan support to a total of 264.6 billion won. The city aims to continue its efforts to alleviate the financial burden on SMEs.

The city will extend its support beyond short-term financial assistance to include policies that support overall corporate management. A total of 2.3 billion won will be invested in 10 corporate support projects, including fire insurance premium subsidies and dormitory improvements, to improve working conditions and safety.

Furthermore, a support system tailored to each growth stage will be established, including the creation of a 1.5 billion won Local Era Venture Fund and a 1 billion won G-Star Gyeongbuk Potential Fund to foster 105 local SMEs and venture companies.

Gyeongju Mayor Joo Nak-young stated, "We've designed our policies to go beyond simply overcoming the crisis and prepare companies for the next round of investments. We're focusing on support that can be felt on the ground."

■ Expanding the Industry's Scope through Regulatory Relief and APEC

Tangible results have also been achieved in attracting investment. Last year, Gyeongju City attracted a total of 236.6 billion won in investments from nine companies, including Hyundai Msheet Co., Ltd., returning domestic companies, companies relocating to the Seoul metropolitan area, and promising small and medium-sized enterprises.

This initiative created approximately 390 new jobs, contributing to the expansion of the local employment base.

Institutional improvements were also implemented to enhance the effectiveness of investment attraction. The maximum support for new and expanded businesses was raised to KRW 5 billion, and the minimum requirement for new permanent jobs in investment attraction was relaxed to 10, lowering the barrier to entry for businesses. Furthermore, a new logistics subsidy of up to KRW 30 million was introduced, reducing the actual cost burden incurred during business operations.

The 2025 APEC Summit, in particular, served as an opportunity to expand Gyeongju's industrial reach. The Gyeongbuk Province Investment Forum and investment briefing for 21 APEC member countries highlighted the SMR National Industrial Complex and Gyeongju's competitive industrial location.

The participation of local companies in the Korea Chamber of Commerce and Industry CEO Summit and Summer Forum symbolically demonstrated the direct connection of local industries to global networks.

Based on these achievements, Gyeongju City received the Gyeongbuk Province Investment Attraction Award and the Outstanding SME Promotion Institution Award.

■ Post-APEC Industrial Map and Industrial Complex Transformation

Gyeongju City has designated this year as the starting point for its post-APEC industrial strategy.

A total of 400 million won will be invested. In collaboration with Gyeongbuk Province and KOTRA, the city will dispatch investment attraction delegations to APEC member countries, including the US and Canada, and hold a series of investment briefings in Korea, China, and Japan. Through these efforts, the city aims to attract 1 trillion won in follow-up investment.

Improving the industrial environment will also be pursued simultaneously. Last year, 3.5 billion won from the city government was invested to address approximately 120 pending issues, including the construction of public parking lots, road and convenience facilities, access roads to Seomyeon and Gangdong-myeon, and stream management.

This year, the city plans to invest an additional 4.3 billion won to continue improving industrial infrastructure, focusing on the Geoncheon 2nd General Industrial Complex, Mohwa Industrial Complex, and Oedong Agricultural and Industrial Complex.

In the Oedong Industrial Complex, a multi-cultural center and beautiful street project, currently being promoted through a Ministry of Trade, Industry and Energy public offering, will be completed in the first half of this year. This project is expected to foster a cultural industrial complex image that young workers would want to reside in, while also alleviating chronic parking shortages.

Furthermore, the city plans to participate in the "Cultural Leading Industrial Complex" public offering project, valued at 63.8 billion won, to redevelop aging industrial complexes into innovative spaces that integrate industry and culture.

In the long term, efforts will also be made to fill gaps in industrial guidance. Gyeongju City plans to invest over 60 billion won by 2030 in the Angang region, a relatively underdeveloped northern region, to directly develop an e-mobility-focused industrial complex in conjunction with the government's RE100 wind power project.

Gyeongju Mayor Joo Nak-young emphasized, “Our key task is to connect Gyeongju’s elevated international standing through APEC to industrial achievements,” and added, “We will boldly invest in areas lacking industrial infrastructure and reorganize Gyeongju’s industrial landscape into industrial complexes that young people seek out.”
