정 의원이 대표 발의해 지난해 9월 제정된 해당 조례는 전국 최초로 과채류 농업의 체계적 육성과 농가소득 증대를 위한 종합적 지원체계를 구축했다는 점에서 높은 평가를 받았다.

조례에는 ▲우수품종 개발과 생산기반 확충 ▲재배기술 교육 및 유통·마케팅 지원 ▲친환경 재배 확대 ▲지역 특화 품목 육성 ▲교육 및 인력 양성 ▲자연재해 대응과 수급 안정 등 과채류 농업 전 주기를 포괄하는 지원 내용이 담겼다. 또한 연도별 지원계획 수립을 의무화해 정책의 지속성과 실행력을 높였다. 특히 내재해형 시설 지원과 계약재배 확대를 통해 기후변화에 선제적으로 대응하고, 청년농업인 육성 등 인력개발 체계를 마련해 지속가능한 농업 기반 구축에 초점을 맞췄다.

조례 제정 이후 실질적인 성과도 이어지고 있다. 현재 ▲시설원예 에너지 절감시설 보급(49억 원) ▲시설원예 현대화 사업(52억 원) ▲원예소득작목 육성(206억 원) ▲고추 비가림 재배시설(12억 원) ▲원예농산물 저온유통체계 구축(11억 원) ▲신재생에너지시설 보급(25억 원) ▲청년농업인 영농정착 지원(255억 원) 등 총 11개 사업, 약 370억 원 규모의 지원이 추진 중이다.

특히 성주참외과채류연구소는 대통령 직속 지방시대위원회가 선정한 ‘지역균형발전 우수사례’로 뽑혀 지역농업 연구기반 및 전략작목 육성(R&D) 지원계정 부문 우수 기관상을 수상하는 등 가시적인 성과를 거두고 있다.

한국농촌경제연구원의 ‘2025년 농업전망’에 따르면, 2024년 8대 과채류(참외, 오이, 호박, 풋고추, 파프리카, 토마토, 수박, 딸기) 재배면적은 전년 대비 1.6% 증가한 4만 5,896ha로 나타났으며, 중장기적으로 주요 과채류 생산량은 재배기술 발달과 신품종 개발 등의 영향으로 연평균 0.3% 증가할 것으로 전망되는 등 과채류 농업의 성장 잠재력은 매우 높은 상황이다.

정영길 의원은 “전국 최초로 제정한 과채류 농업 육성 조례가 매니페스토 약속대상 우수상을 수상하게 돼 매우 뜻깊다”며 “조례가 단순한 입법에 그치지 않고 실질적인 사업 추진으로 이어져 농가소득 증대와 지역경제 활성화에 기여하고 있다는 점에서 더욱 의미가 크다”고 밝혔다. 이어 “앞으로도 기후변화 대응과 스마트 농업기술 확산 등 농업환경 변화에 선제적으로 대응하며 과채류 농업 경쟁력 강화를 위해 지속적으로 노력하겠다”고 강조했다.

한편, 매니페스토 약속대상은 지방의회 역량 강화와 주민 신뢰 기반 구축을 목적으로 우수한 공약 이행 및 정책 사례를 발굴·확산하기 위해 매년 실시되는 권위 있는 시상으로 평가받고 있다.

The ordinance, sponsored by Representative Jeong and enacted in September of last year, received high praise for establishing a comprehensive support system for the systematic promotion of fruit and vegetable farming and increasing farm income, the first of its kind in the nation.

The ordinance includes comprehensive support measures covering the entire fruit and vegetable farming cycle, including: ▲development of superior varieties and expansion of the production base; ▲cultivation technology training and distribution and marketing support; ▲expanding eco-friendly cultivation; ▲cultivating regionally specialized products; ▲education and human resource development; and ▲natural disaster response and supply and demand stabilization. In particular, the Seongju Melon and Vegetable Research Institute has achieved tangible results, including being selected as an "Excellent Case of Regional Balanced Development" by the Presidential Committee on Local Government and receiving the Outstanding Institution Award in the Regional Agricultural Research Foundation and Strategic Crop Development (R&D) Support Account category.

According to the Korea Rural Economic Institute's "2025 Agricultural Outlook," the cultivated area of ​​eight major fruits and vegetables (melons, cucumbers, pumpkins, green peppers, paprika, tomatoes, watermelons, and strawberries) is projected to reach 45,896 hectares in 2024, a 1.6% increase from the previous year. In the mid- to long-term, production of major fruits and vegetables is projected to increase by an average of 0.3% annually, driven by advancements in cultivation technology and the development of new varieties.
