가장 주목할 점은 2·3식 학교 조리종사자의 근무 방식 변화다. 그간 방학 중에는 근무하지 않는 구조였으나, 2026년 3월부터 상시근무 체계로 전면 전환된다. 

이는 전체 조리종사자의 약 40.3%에 해당하는 규모로, 방학 기간 중 소득 공백에 대한 불안과 2·3식 학교 기피 현상을 막을 수 있을 것으로 기대된다. 상시근무를 원치 않는 인원은 1식 학교로 이동할 수 있도록 선택권도 마련했다.

조리원 배치 기준도 대폭 완화된다. 기존엔 학생 수 301명 이상 학교에서 150명마다 인력을 추가 배치했지만, 앞으로는 130명 단위로 조정된다. 

이에 따라 학생 수 500명 이상 학교에는 평균 1명, 1,000명 이상 학교에는 평균 2명의 조리원이 추가로 배치될 전망이다. 대규모 학교를 중심으로 조리 업무 부담이 줄고, 급식 운영 안정성도 높아질 것으로 보인다.
