경제적 지원과 전문 인력 양성을 동시에 강화하는 ‘현장 중심 농업지원 모델’을 통해 지역 농업 경쟁력을 체계적으로 끌어올린다는 방침이다.

울진군의 가장 큰 강점은 파격적인 비용 지원이다. 농기계 임대료를 경북 최대 수준인 75%까지 감면해 농가의 기계 구입·유지 부담을 크게 줄였으며, 이는 농기계 이용률 증가와 농업인 만족도 제고로 이어지고 있다.

자격증 취득 지원 체계도 전국적으로 손꼽힌다. 울진군은 국가기술자격시험장을 직접 운영하며 군민의 자격 취득 접근성을 높이고, 실기시험 접수자를 대상으로 ‘실습장 예약제’를 운영해 사전 연습 기회를 제공함으로써 합격률 향상을 돕고 있다.

이와 함께 ▲3톤 미만 소형건설기계(굴착기·지게차) 조종면허 교육장 운영 ▲영농대행단 직영 체제를 통한 책임 있는 농작업 대행 ▲드론 국가자격 상설 시험장 연중 운영 등을 통해 농업·산림·재난 분야까지 아우르는 전문 인력 양성 체계를 구축했다.

울진군은 2026년을 기점으로 농기계임대사업소 기능을 한층 강화할 계획이다. 우선 울진읍 호월리 일원에 분점을 신설해 원거리 농업인의 접근성을 높이고, 임대 대기 시간 단축과 현장 대응력을 크게 개선한다.

또한 영농부산물 처리 사업의 주관을 농기계임대사업소로 일원화하고, 장비 고장 시 예비 장비를 즉시 투입하는 체계를 구축해 작업 공백을 최소화할 방침이다.

울진군 관계자는 “농업 현장의 목소리를 반영한 실효성 있는 정책을 통해 영농 부담은 줄이고 생산성은 높이겠다”며 “농기계임대사업소를 지역 농업 발전과 혁신의 핵심 거점으로 육성해 나가겠다”고 말했다.
