【브레이크뉴스 포항】박영재 기자=포항 상생공원 민간공원조성 특례사업을 둘러싼 특혜·유착 의혹이 확산되는 가운데, 지역 시민단체가 해당 사업을 두고 “공공성을 가장한 특정 카르텔의 부의 재편이자 조직적 경제적 약탈”이라며 강도 높게 비판했다. 

포항참여연대는 12일 배포한 자료를 통해 “상생공원 민간공원조성 특례사업은 시민들에게 쾌적한 휴식 공간을 제공하겠다는 명분과 달리, 정작 시민들의 가장 소중한 자산인 주거 부동산 가치는 급락하고 있다”며 “이 사업이 과연 시민을 위한 것인지, 아니면 설계된 특정 카르텔의 이익을 극대화하기 위한 구조인지 묻지 않을 수 없다”고 밝혔다.

참여연대는 특히 침체된 포항 부동산 시장 상황을 정면으로 지적했다. 단체는 “미분양이 누적된 상황에서 대규모 고분양가 아파트 공급은 기존 주택 소유주들에게 사실상 ‘재산권 포기’를 강요하는 것”이라며 “상생공원 사업 승인 이후 기존 주택 가격이 급락해 수만 명 시민의 자산 가치가 증발했다”고 주장했다. 이어 “이는 단순한 행정 실패가 아니라, 수급 상황을 충분히 인지하고도 사업을 강행해 시민의 재산권을 특정 집단의 이익을 위해 제물로 바친 행위”라고 규정했다.

사업 추진 과정에서의 인적 유착 의혹도 제기됐다. 참여연대는 “퇴직한 포항시 고위 공무원이 관련 업체에 영향력을 행사하고, 시의원의 전 가족이 시공사 대표를 맡아 막대한 이익을 챙기는 구조는 전형적인 토착 비리”라며 “‘검은 상생공원’의 실체를 반드시 밝혀야 한다”고 주장했다.

특히, 관계사들의 수익 구조와 자산 형성 과정에 대해서도 강도 높은 비판을 쏟아냈다. 참여연대는 “관련 회사의 순이익이 1년 만에 5,600% 급증했고, 시공사 대표는 수십억 원대의 전국적 부동산 자산을 형성했다”며 “포항 시민들이 하우스푸어로 전락할 위기에 놓여 있는 동안, 이들은 시민의 피땀 어린 분양가로 ‘부의 잔치’를 벌였다”고 직격했다.

사업비 증액 문제 역시 핵심 쟁점으로 꼽았다. 자료에 따르면 총 사업비는 당초 492억 원에서 1,273억 원으로 급증했다. 참여연대는 이에 대해 “천문학적인 자금이 투입되는 과정에서 포항시는 ‘절차상 문제없다’는 말만 반복하며 시민들의 의혹을 외면하고 있다”며 “공원 조성을 제외하고도 막대한 수익이 남을 것이라는 업계 분석이 지배적인 상황에서, 이 자금이 정당한 공사비인지 아니면 누군가의 비자금이나 뒷돈으로 전용된 것은 아닌지 의심하지 않을 수 없다”고 밝혔다.

참여연대는 사법당국과 감사원의 즉각적인 개입을 촉구했다. 단체는 “민간공원특례사업은 시민에게 공원을 돌려주기 위한 제도이지, 공무원·정치인·기업이 결탁해 시민의 재산을 갈아먹으라고 만든 제도가 아니다”며 “사법당국은 자금 흐름 전반에 대한 전방위적 수사에 착수하고, 감사원은 사업자 선정부터 사업비 증액까지 전 과정을 철저히 감사해야 한다”고 요구했다. 국세청을 향해서도 “비정상적인 자산 형성과 세금 탈루 여부를 끝까지 추적해야 한다”고 주장했다.

포항참여연대는 또 “포항 시민은 이 사업의 수혜자가 아니라 명백한 피해자”라며 “내 집 값을 떨어뜨리고 가족의 미래 자산을 앗아간 책임이 누구에게 있는지 끝까지 추적해 반드시 책임을 물어야 한다”고 강조했다. 아울러 포항시에 대해 “지금이라도 상생공원 사업의 모든 내역을 투명하게 공개하고, 시민들에게 입힌 재산적 손실에 대해 속죄하는 자세로 사과하라”고 촉구했다.

이 같은 포항참여연대의 주장에 대해 시행사는 입장문을 통해 “상생공원 민간공원특례사업은 관계 법령에 따른 법적 절차와 각종 행정 심의·의결, 감사 및 감독 체계를 거쳐 충분한 검증이 이루어진 사업”이라며 “위법성 등이 전혀 확인된 바 없음에도 일방적인 주장을 악의적인 표현으로 사실인 것처럼 유포하고 있다”고 반박했다.

이어 “사업비가 492억 원에서 1,273억 원으로 증액된 것을 마치 시행사의 이익인 것처럼 단정하고 있으나, 오히려 사업비 증액은 시행사의 부담 부분으로, 포항시에 기부채납해야 하는 공원 조성 비용 증가에 따른 것”이라며 “이로 인해 시행사의 이익은 증액 금액만큼 현저히 감소한다”고 설명했다. 그러면서 “사업의 본질조차 이해하지 못한 주장”이라고 강조했다.

시행사는 또 “이 같은 주장은 시행사 및 관련 기관·관계자들의 사회적 신용과 명예는 물론, 민간공원 특례사업에서 담보돼야 할 공공성과 신뢰도를 중대하게 훼손했다”며 “앞으로 유사 사례의 재발 방지를 위해 모든 법적 수단을 동원해 엄중히 대응할 방침”이라고 밝혔다.
