교육청은 13일, 2029년까지 직속기관과 교육지원청 등 26개 기관이 ‘위험성평가 우수사업장 인정’을 받을 수 있도록 해마다 단계적으로 추진하고, 표준매뉴얼 보급과 전문기관 컨설팅 등 제도적 지원도 대폭 확대하기로 했다고 밝혔다.

위험성평가는 작업 과정과 시설·설비에서 발생할 수 있는 유해·위험 요인을 미리 파악해 그 발생 가능성과 중대성을 평가한 뒤, 이에 맞는 개선대책을 마련·실행하는 제도다. 이는 산업안전보건법에 따라 시행되며, 교육기관 내 중대재해를 예방하고 안전한 근로환경을 만드는 것이 핵심 목표다.

대구시교육청은 2029년까지 총 26개 산하기관이 한국산업안전보건공단으로부터 ‘위험성평가 우수사업장 인정’을 받을 수 있도록 단계적으로 사업을 추진한다. 

지난해에는 4개 직속기관이 우수사업장 인정을 받았고, 올해는 시교육청과 교육지원청 등 6개 기관이 대상에 포함됐다. 교육청은 앞으로 매년 대상 기관을 늘려 2029년까지 추가 20곳에서 인정 획득을 이끌겠다는 계획이다.

이 인증은 경영진의 안전보건 관심도, 위험성평가 수행 수준, 직원 참여 정도, 재해율 등 여러 기준에서 90점 이상을 받아야 주어진다. 인정을 받은 기관은 체계적인 안전보건 관리가 정착된 사업장으로 대외적으로 공식 평가받는다.

교육청은 교직원들의 안전관리 실무 경험 부족을 보완하기 위해 다양한 지원도 강화한다. 위험성평가 표준매뉴얼을 보급해 현장 활용도를 높이고, 안전관리 전문기관의 분기별 컨설팅을 통해 현장 진단과 개선 방안을 제공할 예정이다. 또, 시교육청 안전관리자가 정기적으로 현장 점검에 나서고, 학교와 기관의 안전보건 관계자를 대상으로 실무 교육도 실시한다.

이 같은 지원을 위해 교육청은 올해 안전관리 전문기관 컨설팅과 안전보건 점검에 약 11억원의 예산을 투입한다. 교육청은 이를 통해 근로환경이 한층 더 개선되고, 중대재해가 원천 차단되는 안전관리 체계가 현장에 자리잡을 것으로 기대하고 있다.

강은희 대구교육감은 “각 기관별 위험성평가를 철저히 실시하고, 안전보건 확보 의무도 성실히 이행하고 있다”며 “앞으로도 안전 문화가 모든 학교와 기관 현장에 뿌리내릴 수 있도록 지속적으로 최선을 다하겠다”고 강조했다.

The Office of Education is also strengthening various support programs to address the lack of practical safety management experience among faculty and staff. The Office of Education will distribute a standard risk assessment manual to enhance its practical application and provide quarterly consulting services from a safety management specialist to provide on-site assessments and improvement plans. Furthermore, safety managers from the Seoul Metropolitan Office of Education will conduct regular on-site inspections and provide practical training to safety and health personnel at schools and institutions.

To support these efforts, the Office of Education will invest approximately KRW 1.1 billion this year in consulting services and safety and health inspections from safety management specialists. The Office of Education expects this will further improve the working environment and establish a safety management system that prevents major accidents from occurring.

Daegu Superintendent of Education Kang Eun-hee emphasized, "We are thoroughly conducting risk assessments for each institution and faithfully fulfilling our obligations to ensure safety and health."
