이번 방문은 국토교통부의 제5차 국가철도망 구축계획 확정을 앞두고, 그동안 남북축 중심으로 구축돼 온 국가 철도 네트워크를 보완하고 서산시에서 울진군에 이르는 중부권의 취약한 동서축 철도망 확충 필요성을 정부에 직접 전달하기 위해 추진됐다.

울진군을 포함한 13개 시군 협력체는 공동건의문을 통해 중부권 동서횡단철도가 제21대 대통령 국정운영 5개년 계획에 반영된 지역공약임을 강조하며, 서산에서 울진까지 국토 동서를 2시간대로 연결해 물류·관광 경제벨트를 구축하는 국가균형발전의 대표 모델이 될 것이라고 밝혔다.

중부권 동서횡단철도 건설로 ▲서산~울진 간 2시간대 이동 실현을 통한 물류·관광 경제벨트 조성 ▲원자력수소 국가산업단지 대량 수송 체계 확보 ▲동해안 철도와 내륙 연결 철도망 완성 ▲대구·경북 순환철도 연계 ▲지방소멸 위기 극복 및 국가균형발전 실현 등 다양한 효과가 기대된다.

이 사업은 2016년 12개 시군 협력체 구성 이후 2022년 증평군이 합류하면서 현재 13개 시군이 참여하고 있으며, 중부권 공동의 염원을 담아 지속적으로 추진돼 왔다. 협력체는 2016년 62만 명, 2021년 17만 명의 주민 서명부를 정부에 제출하는 등 사업 필요성에 대한 지역사회의 강력한 공감대를 형성해 왔다.

이러한 노력의 결과로 2019년 제3차 국가철도망 구축계획에는 일부 노선이, 2021년 제4차 국가철도망 구축계획에는 전 구간이 추가검토 사업으로 반영되는 성과를 거두기도 했다. 또한 ▲2017년 제19대 대통령 지역공약 ▲2022년 제20대 대통령 시·도 공약 ▲2025년 제21대 이재명 대통령 국정운영 5개년 계획에 잇달아 포함되며 국가 정책과제로서의 위상을 지속적으로 확보해 왔다.

이날 국토교통부 장관을 만난 손병복 울진군수는 “중부권 동서횡단철도는 충남·충북·경북 650만 중부권 시·도민의 강력한 요구이자 대한민국 철도 네트워크의 완결성을 높이는 핵심 사업”이라며 “진정한 지방시대를 여는 동력으로서 이번 제5차 국가철도망 구축계획에 반드시 신규 사업으로 반영돼야 한다”고 강조했다.

한편 중부권 동서횡단철도는 충남 서산·당진·예산·아산·천안, 충북 청주·증평·괴산, 경북 문경·예천·영주·봉화·울진 등 국토 동서 330km를 연결하는 초광역 철도망 구축 사업이다.

They stated that it will serve as a representative model for balanced national development, connecting Seosan and Uljin within a two-hour travel time, creating a logistics and tourism economic belt.

The construction of the Central East-West Trans-Siberian Railway is expected to have various benefits, including: ▲ establishing a logistics and tourism economic belt by realizing a two-hour travel time between Seosan and Uljin; ▲ securing a mass transportation system for the nuclear hydrogen national industrial complex; ▲ completing a railway network connecting the East Coast and the inland; ▲ linking the Daegu-Gyeongbuk Circular Railway; ▲ overcoming the crisis of regional extinction and achieving balanced national development.

This project, which began with the formation of a cooperative body of 12 cities and counties in 2016 and now includes Jeungpyeong County in 2022, has brought the total to 13 cities and counties participating. The cooperative body has consistently pursued this project, reflecting the shared aspirations of the central region. The cooperative body has submitted petitions to the government, garnering 620,000 signatures in 2016 and 170,000 signatures in 2021, fostering a strong local consensus on the project's necessity.

As a result of these efforts, some lines were included in the 3rd National Railway Network Construction Plan in 2019, and the entire line was included in the 4th National Railway Network Construction Plan in 2021 for further review. Furthermore, it has consistently secured its status as a national policy task, being successively included in the 19th President's regional pledges in 2017, the 20th President's city and provincial pledges in 2022, and the 21st President Lee Jae-myung's five-year national governance plan in 2025.

Meeting with the Minister of Land, Infrastructure and Transport that day, Uljin County Mayor Son Byeong-bok stated, "The Central East-West Trans-Siberian Railway is a strong demand from the 6.5 million residents of the central region—South Chungcheong, North Chungcheong, and North Gyeongsang provinces—and is a key project to enhance the integrity of the Korean railway network. It is a driving force for ushering in a true regional era, and it must be included as a new project in this 5th National Railway Network Construction Plan."

Meanwhile, the Central Region East-West Transverse Railway is a project to build an ultra-wide-area railway network connecting 330km of the country east to west, including Seosan, Dangjin, Yesan, Asan, and Cheonan in South Chungcheong Province; Cheongju, Jeungpyeong, and Goesan in North Chungcheong Province; and Mungyeong, Yecheon, Yeongju, Bonghwa, and Uljin in North Gyeongsang Province.
