이번 제정안은 기후위기 영향에 대한 체계적인 조사·분석을 통해 기후 취약성을 낮추고 적응 역량을 높이기 위한 제도적 기반을 마련하는 데 초점을 두고 있다. 현행 '기후위기 대응을 위한 탄소중립 녹색성장 기본법'만으로는 기후위기 적응 정책의 실효성을 확보하는 데 한계가 있고, 취약계층에 대한 실질적 지원이 부족하다는 지적에 따라 별도 특별법 제정이 필요하다는 취지다.

법안에는 ▲기후위기, 기후위기 적응, 기후위기 취약계층 등 개념 정의 ▲기후변화 영향에 대한 조사·예측·평가 체계 구축 ▲기후위험지도 작성 및 기후위험 저감사업 추진 ▲취약계층 실태조사 및 지원 ▲기후보험 도입 활성화 등을 주요 내용으로 담았다.

특히 정부가 기후위기 적응 정보를 체계적으로 수집·생산·관리·활용하도록 해 과학적 근거에 기반한 정책 수립이 가능하도록 하고, 관련 산업의 발전 기반 조성과 경쟁력 강화를 위한 행정적·재정적 지원 근거도 마련했다.

또한 국가와 지방자치단체가 기후보험 개발과 운영에 노력하도록 하고, 시범사업 실시 등 필요한 행정·재정 지원을 할 수 있도록 규정함으로써 기후위기 취약계층에 대한 실질적 보호 장치를 강화했다.

조 의원은 지난해 12월 기후위기특별위원회 탄소중립기본법심사소위원회에서도 탄소중립기본법에 ‘국가 또는 지방자치단체는 기후위기 취약계층이 기후 관련 재해 및 피해에 대비하도록 지원 대책을 마련해야 한다’는 문구를 반영시키는 등 관련 입법 활동을 이어왔다.

조 의원은 “일상화된 기후위기에 대응해 국민의 생명과 안전을 지키는 것은 국가의 책무”라며 “법안이 조속히 통과돼 취약계층이 실질적인 보호를 받고 우리 사회의 안전망이 더욱 촘촘해질 수 있도록 최선을 다하겠다”고 밝혔다.

한편 조 의원은 해당 법안과 관련해 다음 달 국회 의원회관에서 정책 토론회를 개최할 예정이다.

The bill's key provisions include defining the concepts of climate crisis, climate crisis adaptation, and climate crisis vulnerable groups; establishing a system for investigating, predicting, and assessing the impacts of climate change; developing climate risk maps and promoting climate risk reduction projects; surveying and supporting vulnerable groups; and promoting the adoption of climate insurance.

In particular, the bill mandates the government to systematically collect, produce, manage, and utilize climate crisis adaptation information, enabling scientifically sound policymaking. It also establishes the basis for administrative and financial support to foster the development of related industries and enhance their competitiveness.

Furthermore, it strengthens the practical protections for climate crisis vulnerable groups by stipulating that the central and local governments develop and operate climate insurance and provide necessary administrative and financial support, such as pilot projects.

Last December, Rep. Cho, a member of the Special Committee on Climate Crisis' Carbon Neutrality Basic Law Review Subcommittee, continued his legislative efforts, including incorporating a clause into the Carbon Neutrality Basic Law stating, "The state and local governments must establish support measures to help vulnerable groups prepare for climate-related disasters and damage."

Rep. Cho stated, "It is the state's responsibility to protect the lives and safety of the people by responding to the climate crisis that has become a daily occurrence." He added, "I will do my utmost to ensure the swift passage of the bill so that vulnerable groups can receive substantial protection and our society's safety net can be strengthened."

Meanwhile, Rep. Cho plans to hold a policy discussion on the bill at the National Assembly Members' Hall next month.
