온실가스 외부감축사업은 배출권거래제 할당 대상 업체가 국제 기준에 부합하는 방식으로 온실가스를 감축·흡수·제거해 이를 배출권으로 인정받는 제도다.

양 기관은 앞서 가스공사의 에너지효율 향상 제도를 통해 병원 내 노후 보일러 교체 사업을 추진한 바 있으며, 이번 협약을 계기로 기후부 상쇄등록부 시스템(ORS)에 해당 사업을 등록하기로 협의했다.

가스공사는 이미 ‘건물 고효율 보일러 교체를 통한 열효율 향상 사업 방법론’을 적용해 지난해 국내 1호 감축사업 최종 승인을 받은 바 있다. 해당 방법론은 기후부가 온실가스 감축량 산정 방식과 절차를 규정한 공식 문서다.

양 사는 고효율 가스보일러 교체를 통해 향후 10년간 약 120톤 규모의 온실가스를 감축할 수 있을 것으로 전망하고 있다. 감축 실적은 기후부 방법론에 따라 인증을 거쳐 상쇄배출권으로 확보하고, 이에 따른 수익도 공동으로 창출할 계획이다.

특히 이번 사업이 기후부의 최종 승인을 받을 경우, 해당 방법론을 적용한 국내 의료업계 최초의 온실가스 감축 협력 사례가 될 것으로 기대된다. 병원은 24시간 가동되는 시설 특성상 에너지 소비가 많아 탄소 감축이 어려운 분야로 꼽혀왔으나, 이번 협력이 의료 분야의 탄소중립 이행을 위한 의미 있는 첫걸음이 될 전망이다.

가스공사 관계자는 “그간 민간 부문 에너지효율 향상사업을 통해 연간 약 2만6천Gcal의 에너지와 5천6백tCO₂-eq의 온실가스를 감축해 왔다”며 “앞으로도 민간 기업과 함께 국가 온실가스 감축목표(NDC) 달성에 기여할 수 있는 사업을 지속 발굴하고, 공동 배출권 확보를 통해 실질적인 탄소중립 정책 이행에 앞장서겠다”고 말했다.

한편, 가스공사는 2019년부터 약 70억 원을 투입해 210여 개 사업장의 고효율 가스보일러 교체를 지원하며 민간 기업의 에너지 비용 절감과 효율 개선을 추진해오고 있다.

Both companies anticipate reducing greenhouse gas emissions by approximately 120 tons over the next ten years through the replacement of high-efficiency gas boilers. These reductions will be certified according to the Ministry of Climate Change's methodology and secured as offset credits, with the goal of jointly generating revenue from these emissions.

If this project receives final approval from the Ministry of Climate Change, it is expected to be the first example of greenhouse gas reduction cooperation in the domestic healthcare industry utilizing this methodology. Hospitals, due to their 24-hour operation and high energy consumption, have long been considered challenging sectors for carbon reduction. However, this collaboration is expected to be a significant first step toward achieving carbon neutrality in the healthcare sector.

A KOGAS official stated, "Through private sector energy efficiency improvement projects, we have reduced approximately 26,000 Gcal of energy and 5,600 tCO₂-eq of greenhouse gases annually." They added, "We will continue to identify projects that can contribute to achieving the Nationally Determined Contributions (NDC) with private companies and take the lead in implementing practical carbon neutrality policies by jointly securing emissions credits."

Meanwhile, KOGAS has invested approximately KRW 7 billion since 2019 to support the replacement of high-efficiency gas boilers at approximately 210 business sites, promoting energy cost savings and efficiency improvements for private companies.
