경상북도는 한국석유관리원 대구경북본부와 합동으로 3월 9일부터 5월 3일까지 약 2개월간 도내 21개 시·군(울릉 제외)을 대상으로 특별기획 단속을 실시한다고 밝혔다.

최근 중동 지역의 지정학적 긴장 등 불안정한 국제정세로 국제유가가 상승하면서 연료비 부담이 커지자 가짜석유 제조·유통, 정량 미달 판매, 부적합 연료 사용 우려가 제기되고 있다.

가짜석유를 사용할 경우 차량 엔진과 주요 부품 손상을 유발하고 교통사고 위험을 높일 수 있다. 또한 유해가스와 미세먼지 배출 증가로 환경오염을 가중시키며, 정량 미달 판매 행위 역시 서민 경제에 피해를 주는 등 도민 안전과 민생에 부정적인 영향을 미친다.

이번 단속의 주요 점검 사항은 △건설기계(덤프트럭 등)에 등유를 자동차 연료로 불법 판매하는 행위 △공사현장 등 사업장 외부에서 이동판매 차량을 이용해 석유를 판매하는 행위 △정량 미달 판매 및 품질 부적합 석유 판매 등이다.

경북도는 불법 주유가 이루어지는 장소에 대해 잠복 단속과 현장 적발 중심 점검을 실시하고, 과거 적발 이력이 있거나 주변 시세보다 판매가격이 현저히 낮은 주유소에 대해서는 탱크 시료 채취를 통한 정량 및 품질검사도 병행할 계획이다.

위반 사항 가운데 형사처벌 대상은 입건 후 수사를 거쳐 검찰에 송치하고, 행정처분 대상은 해당 시·군에 통보해 영업정지와 과태료 부과 등 엄정 조치할 방침이다.

권종협 경북도 재난관리과장은 “가짜석유 등 부적합 연료 유통과 정량미달 판매 행위는 도민 안전과 민생에 직결되는 중대한 위법행위”라며 “이번 합동 단속을 통해 불법 유통을 근절하고 석유 시장의 건전한 유통 질서를 확립하겠다”고 말했다.

Gyeongsangbuk-do Province is working to eradicate the distribution of counterfeit petroleum and other unsuitable fuels, as well as the sale of substandard fuels, to protect the safety of residents and the economy.

Gyeongsangbuk-do Province announced that it will conduct a special crackdown in 21 cities and counties (excluding Ulleung) in the province for approximately two months, from March 9 to May 3, in cooperation with the Daegu-Gyeongbuk Branch of the Korea Petroleum Quality & Distribution Authority.

Recent geopolitical tensions in the Middle East and other unstable international situations have led to rising international oil prices, increasing the burden of fuel costs. Concerns are being raised about the manufacture and distribution of counterfeit petroleum, the sale of substandard fuels, and the use of unsuitable fuels.

The use of counterfeit petroleum can damage vehicle engines and key components and increase the risk of traffic accidents. Furthermore, it exacerbates environmental pollution by increasing toxic gases and fine dust emissions. The sale of substandard fuels also negatively impacts the safety and livelihoods of residents.

Key areas of inspection include: △Illegal sales of kerosene as automotive fuel to construction equipment (such as dump trucks); △Sales of petroleum using mobile sales vehicles outside of construction sites and other business locations; and △Sales of petroleum below the prescribed quantity or of substandard quality.

Gyeongbuk Province will conduct undercover and on-site inspections of illegal fueling locations. For gas stations with a history of previous violations or whose prices are significantly lower than the market price, tank samples will be collected for quantitative and quality testing.

Violations subject to criminal penalties will be reported to the prosecution following investigation. Violations subject to administrative sanctions will be notified to the relevant city or county governments, which will take strict action, including suspension of business and fines.

Gyeongbuk Province Disaster Management Division Chief Kwon Jong-hyeop said, “Distribution of counterfeit oil and other unsuitable fuels and sales of less than the prescribed quantity are serious illegal acts that directly affect the safety and livelihood of residents of the province.” He added, “Through this joint crackdown, we will eradicate illegal distribution and establish a sound distribution order in the oil market.”
