양 시도는 10일 대구시청 산격청사에서 대구시 대학정책국장과 경북도 지방시대정책국장 등이 참석한 가운데 ‘초광역 인재 양성 국비 대응 전담 조직(TF)’을 가동하고 첫 회의를 개최했다.

전담 조직에는 양 시도 대학정책과 관계자와 대구경북연구원 박사, 대구테크노파크와 경북테크노파크 연구원, 라이즈(RISE) 센터 실무진 등이 참여해 초광역 인재 양성 사업 대응 전략을 논의했다.

이번 TF는 교육부가 추진하는 국비 공모사업에 공동 대응하기 위해 구성됐다. 주요 사업은 ▲초광역 단위 인재 육성(총 800억 원 규모, 과제당 약 100~150억 원) ▲초광역 공유대학 네트워크 확대(총 1,200억 원 규모, 대경권 약 195억 원) 등이다.

양 시도는 초광역 인재 양성 국비 확보를 위해 미래 이동수단(Mobility), 인공지능(AI)·반도체, 로봇 등 대구·경북 전략산업과 연계한 사업을 우선 발굴하고, 관련 대학과 기업, 국책 연구기관과 협력해 세부 사업계획을 마련할 계획이다.

또 거점 대학을 중심으로 권역 국립대와 사립대, 전문대가 참여하는 컨소시엄을 구성해 대구·경북 성장엔진 분야 교육과정 운영과 연구, 창업 거점 역할 수행, 시설·장비 공동 활용 등을 추진할 방침이다.

향후 대구시와 경북도는 초광역 인재 양성 국비 대응을 위한 업무협약을 체결하고, 초광역 라이즈(RISE) 협업과 과제 관리, 산업·경제권 단위 과제 발굴과 기획을 공동 추진할 계획이다.

이은아 대구시 대학정책국장은 “이번 회의를 계기로 대구와 경북이 초광역 협력을 통해 산업과 인재를 함께 키우는 기반을 마련하겠다”며 “교육부 공모사업과 연계한 인재 양성 협력 모델을 지속적으로 발굴해 지역 산업 경쟁력을 높이겠다”고 말했다.

이상수 경상북도 지방시대정책국장은 “대구시와 협력해 지역 기업과 연구소 등 현장 수요를 충분히 반영한 대경권 성장엔진 분야 인재 양성과 산학협력 모델을 구축해 국비 공모사업에 적극 대응하겠다”고 밝혔다.

On the 10th, the two cities and provinces held their first meeting of the "Super-Wide Area Talent Development National Funding Task Force" at the Daegu City Hall's Sanggyeok Building. The meeting was attended by the Director of the University Policy Bureau of Daegu City and the Director of the Local Government Policy Bureau of Gyeongbuk Province.

The task force included university policy officials from both cities, PhDs from the Daegu-Gyeongbuk Research Institute, researchers from Daegu Technopark and Gyeongbuk Technopark, and staff from the RISE Center. The team discussed strategies for responding to the Super-Wide Area Talent Development project.

This task force was formed to jointly respond to the Ministry of Education's national funding competition. Key projects include ▲developing talent at the regional level (total budget of KRW 80 billion, with approximately KRW 10-15 billion per project) and ▲expanding the regional shared university network (total budget of KRW 120 billion, with approximately KRW 19.5 billion in the Daegu-Gyeongbuk area).

To secure national funding for talent development in the regional level, both cities and provinces will prioritize identifying projects linked to Daegu-Gyeongbuk's strategic industries, such as future mobility, artificial intelligence (AI), semiconductors, and robotics. They will then collaborate with relevant universities, companies, and national research institutes to develop detailed business plans.

Furthermore, a consortium will be formed, centered around a key university and comprised of regional national, private, and technical colleges. The consortium will operate curricula and research programs in Daegu-Gyeongbuk's growth engine areas, serve as a startup hub, and share facilities and equipment.

Going forward, Daegu City and Gyeongsangbuk-do Province plan to sign a business agreement to respond to national funding for the development of talent in the metropolitan area. They plan to jointly pursue collaboration and project management for the metropolitan area's RISE initiative, as well as the development and planning of projects at the industrial and economic level.

Lee Eun-ah, Director of the University Policy Bureau of Daegu City, stated, "Through this meeting, we will establish a foundation for Daegu and Gyeongsangbuk-do to foster industry and talent through metropolitan cooperation." She added, "We will continue to explore collaborative talent development models linked to the Ministry of Education's public offering programs to enhance regional industrial competitiveness."

Lee Sang-soo, Director of the Local Government Policy Bureau of Gyeongsangbuk-do Province, stated, "In collaboration with Daegu City, we will actively respond to national funding projects by establishing models for talent development and industry-academia cooperation in the growth engines of the Greater-Gyeonggi region that fully reflect the needs of local businesses and research institutes."
