포항시는 28일 경북도, 대구경북경제자유구역청과 함께 ‘외국교육기관 설립 타당성 조사 및 실행계획 수립 연구용역’ 최종보고회를 열고, 수요 분석부터 재원 조달, 운영 방식까지 전반적인 추진 계획을 점검했다.

이번 보고회에서는 특히 영남권의 국제학교 부족이 지역 경쟁력 약화로 이어지고 있다는 점이 집중적으로 다뤄졌다. 외국인 투자기업 유치 과정에서 교육 인프라가 핵심 요소로 작용하는 만큼, 국제학교 부재가 기업 투자 결정에도 영향을 미친다는 분석이다.

포항시는 이를 해결하기 위해 포항융합기술산업지구 내 약 2만 평 규모의 기숙형 국제학교 설립을 추진 중이다. 유치 대상은 유치원부터 초·중·고 과정까지 포함하는 외국교육기관으로, 글로벌 교육 수요를 포괄적으로 수용한다는 구상이다.

특히 이번 사업은 현 정부의 ‘5극 3특 국가균형발전’ 기조와 맞물려 추진되는 점에서 정책적 동력도 확보했다. 포스텍, 포스코, 에코프로 등 지역 산업·연구 기반과 연계될 경우, 우수 인재 양성과 정주 환경 개선, 나아가 외국인 투자 확대까지 기대할 수 있다는 전망이다.

재정적 측면에서도 구체적인 검토가 이뤄졌다. 보고회에서는 총사업비와 건축비, 운영비 등 재원 조달 방안이 공유됐으며, 향후 사업의 지속가능성과 안정성을 확보하는 데 초점이 맞춰졌다.

포항시는 이미 지난해 11월 영국 크라이스트 칼리지 브레콘과 업무협약을 체결하며 국제학교 유치의 첫 단추를 끼운 상태다. 이번 연구용역 결과를 바탕으로 한국지방행정연구원 타당성 조사와 지방재정투자심사 등 후속 절차도 단계적으로 추진할 계획이다.

목표 시점은 2028년 국비 예산 반영이다. 시는 이를 위해 내년 초 투자심사 준비에 착수하는 등 행정 절차를 본격화할 방침이다.

이상엽 일자리경제국장은 “외국교육기관 설립은 단순한 교육시설을 넘어 지역 산업 구조와 정주 여건을 바꾸는 핵심 사업”이라며 “체계적인 후속 절차를 통해 실현 가능성을 높여 나가겠다”고 밝혔다.

포항시는 앞으로 관계기관 협의를 이어가며 사업 구체화를 지속, 국제학교 설립을 지역 미래 성장 전략의 한 축으로 자리매김한다는 계획이다.

A key focus of the report was the lack of global education infrastructure in the Yeongnam region. The analysis highlighted that the absence of international schools not only contributes to population outflow but also negatively impacts the attraction of foreign investment, as education is a critical factor for multinational companies.

To address this gap, Pohang plans to build a boarding-type international school within the Pohang Convergence Technology Industrial District, covering approximately 66,000 square meters. The institution will offer a full curriculum from kindergarten through elementary, middle, and high school levels.

The project also aligns with the current government’s national agenda of “Balanced National Development through Five Mega-Regions and Three Special Zones,” providing additional policy momentum. With strong industrial and research infrastructure such as POSTECH, POSCO, and Ecopro, the city expects the school to enhance talent development, improve living conditions, and attract more foreign investment.

Financial feasibility was also discussed in detail, including total project costs, construction expenses, and funding strategies. The city plans to use the findings to ensure long-term financial sustainability and operational stability.

Pohang previously signed a memorandum of understanding in November last year with Christ College Brecon in the United Kingdom, marking the beginning of its international school initiative. Based on the latest study, the city will proceed with further administrative steps, including a feasibility review by the Korea Research Institute for Local Administration and a local fiscal investment review.

The city aims to secure national funding by 2028 and will begin preparations for the required investment review early next year.

Lee Sang-yeop, Director of the Job and Economy Bureau, stated, “The establishment of a foreign educational institution is a future-oriented strategic project that will lead to talent development, improved settlement conditions, and diversified industrial structures through increased domestic and foreign investment.”

Pohang plans to continue consultations with relevant agencies and push forward administrative procedures to bring the project closer to realization.
