【브레이크뉴스 】박영재 기자=포항 지역 시민단체 ‘포항발전유권자연대’(이하 포유연)가 지도부 구성을 마무리하고 공식 출범했다.

‘포유권연’은 6일 오전 포항시청 브리핑룸에서 기자회견을 열고 단체 출범과 함께 새 리더십 체제를 공개했다. 포유연은 지난달 29일 창립총회를 통해 지도부를 교체·구성하고 조직 정비를 마친 상태다.

이날 발표된 지도부에는 서삼교 전 동국대 교수가 상임대표를 맡고, 모성은 포항지진범대본 의장과 장경식 전 경북도의회 의장이 공동대표로 참여한다. 사무총장은 김순호 감사운동위원회 사무국장이 맡아 실무를 총괄한다. 단체는 이사회 중심의 운영 체계를 구축해 조직 안정성과 실행력을 강화한다는 방침이다.

포유연은 자치분권 실현과 시민참여 확대를 핵심 기조로 내세우며, 주민자치회 활성화와 유권자 교육, 공정선거 감시, 지역 인재 발굴 및 시민공천, 정책 연구개발 등을 주요 사업으로 추진할 계획이다.

출범과 함께 헌법 개정에 대한 입장도 밝혔다. 포유연은 최근 발의된 개헌안에 대해 “구체성이 부족한 선언적 수준”이라고 평가하며, 자치 행정권 확대와 보충성 원칙의 헌법 명시, 국가와 지방 간 경합적 입법권 도입, 지방재정 자율성 강화 등을 포함해야 한다고 주장했다.

또 개헌 국민투표는 지방선거와 분리해 실시해야 한다며, 유권자의 독립적인 판단을 보장할 수 있는 별도의 시기를 제안했다.

포유연은 앞으로 전국 단위 시민·유권자 단체들과의 연대를 확대하고, 고문단과 변호인단을 구성해 지역 민주주의 발전과 시민 참여 운동을 지속적으로 추진할 계획이다. 고문단장은 이기우 인하대 석좌교수, 변호인단장은 조정 변호사가 맡는다.

Along with its launch, it also announced its stance on constitutional amendment. Poryouyeon assessed the recently proposed amendment as being "at a declarative level lacking specificity," and argued that it must include the expansion of autonomous administrative powers, the constitutionalization of the principle of subsidiarity, the introduction of competitive legislative powers between the state and local governments, and the strengthening of local fiscal autonomy.

Furthermore, it proposed a separate timeframe for the constitutional referendum to be held separately from local elections, arguing that this would guarantee independent judgment by voters.

Moving forward, Poryouyeon plans to expand solidarity with nationwide civic and voter groups and form an advisory and legal team to continuously promote the development of local democracy and citizen participation movements. Lee Ki-woo, a distinguished professor at Inha University, will serve as the head of the advisory team, and Attorney Cho Jeong will lead the legal team.
