이를 위해 단순한 재정 지원을 넘어 정주 여건 개선과 산업 기반 확충, 교육·의료·교통 인프라를 포함한 ‘지역 회복 패키지’를 전폭 보장할 것을 촉구했다. “말이 아닌 약속과 예산으로 답해야 한다”는 요구도 덧붙였다.

청년연합회는 원전 유치가 찬반 갈등의 문제가 아니라는 점도 분명히 했다. 이들은 “지원금에 그치는 방식이 아니라 지역이 실제로 살아나는 구조를 만들어야 한다”며 “안전 기준 강화와 재난 대응 체계, 주민 보호 대책은 물론 일자리와 산업, 상권, 정주로 이어지는 지역경제 전환이 반드시 뒤따라야 한다”고 강조했다.

청년연합회 관계자는 “이번 결의대회는 특정 집단의 요구가 아니라 침체된 지역경제를 되살리고 청년이 돌아오게 하려는 군민의 절박한 목소리”라며 “정부와 한수원은 지금을 마지막 기회로 보고 영덕군민의 결단을 외면해선 안 된다”고 말했다.

이어 “영덕이 다시 서기 위해서는 갈등이 아니라 단결이 필요하다”며 “군민의 힘으로 원전 유치를 반드시 이뤄내겠다”고 밝혔다.
