김 예비후보는 6일 영천시청 브리핑룸에서 '영천 K-POP DOME 건설 프로젝트'를 공식 발표했다. 그는 완산동 일대에 1만~1만5천석 규모의 돔형 공연장을 중심으로, 중형 공연장·팬 체험존·리허설 스튜디오·MD 및 상업시설이 들어서는 복합 문화공간을 조성하겠다는 계획을 밝혔다.

사업 규모는 2,800억~3,500억 원으로, 2026년부터 2031년까지 단계적으로 추진할 방침이다. 추진 방식은 민간투자를 중심으로 SPC(특수목적법인)를 설립하고, 여기에 국비와 지방비를 일부 매칭하는 구조다. 김 후보 측은 "지방재정의 직접 부담은 최소화하겠다"고 강조했다.

다만 이러한 사업 실현을 위해서는 타당성 조사, 민간 투자 유치, 교통·주차 대책, 소음 문제, 주민 수용성 등 여러 과제가 남아 있다. 김 예비후보는 "단계별로 절차를 거치며 사업성을 꼼꼼히 따지고, 지역 의견도 충분히 반영하겠다"고 말했다.

However, several challenges remain to realize this project, including feasibility studies, attracting private investment, traffic and parking measures, noise issues, and resident acceptance. Preliminary Candidate Kim stated, "I will go through the procedures step by step, meticulously assess the project's viability, and fully reflect local opinions."
