‘교육수도 대구’를 넘어 ‘글로벌 교육수도’를 내세운 그는 이번 선거에서 IB(국제 바칼로레아) 확대를 넘어 ‘한국형 바칼로레아(KB)’ 구축을 핵심 비전으로 제시하고 있다. 

공교육 혁신, 학생 주도형 수업, 직업계고 경쟁력 강화, 학교폭력 대응, 교권 회복까지 지난 8년의 성과와 남은 과제를 직접 들었다.

“기다림과 인내의 8년…이제는 글로벌 교육수도 대구”

강은희 교육감은 “지난 8년은 대구 공교육 혁신의 씨앗을 뿌리고 가꾸는 시간이었다”며 “3선에 도전하는 지금 다시 초심으로 돌아가 대구를 글로벌 교육수도로 만들겠다”고 밝혔다.

그는 “교육은 학교만의 문제가 아니라 지역사회 전체가 함께 책임져야 하는 일”이라며 “학생·교사·학부모뿐 아니라 시민 모두가 교육의 주체라는 인식이 중요하다”고 강조했다.

이어 “아이 교육이 끝났다고 해서 교육에 대한 관심까지 끝나선 안 된다”며 “시민이 함께하는 대구교육이 돼야 한다”고 말했다.

IB 성과 자신감…“공교육 혁신의 가장 큰 변화”

강 교육감은 지난 8년의 대표 성과로 IB 교육 도입을 가장 먼저 꼽았다.

그는 “대구와 제주에서 시작된 IB 프로그램이 현재 전국 12개 시·도교육청으로 확산됐다”며 “대학 진학 이후에도 학생들의 학문적 몰입도와 자기주도성이 높게 나타나고 있다”고 설명했다.

일각의 ‘외국 교육 의존’ 비판에 대해서는 “IB는 국가교육과정을 기반으로 운영되는 국제 공인 교육 프로그램”이라며 “대한민국 교육과정과 별개 시스템이라는 비판은 사실과 다르다”고 반박했다.

또 “IB 운영 비용이 과도하게 해외로 유출된다는 주장도 과장됐다”며 “학교별 라이선스 비용과 교원 연수, 자료 번역 등에 필요한 수준이며 수백억 원대 예산이 투입된 적은 없다”고 강조했다.

강 교육감은 특히 IB를 단순한 국제 프로그램이 아닌 “공교육의 질을 높이는 도구”라고 규정했다.

그는 “과거 강의식 수업은 교사가 설명하고 학생이 받아들이는 구조였다면 IB는 학생이 탐구와 토론, 발표와 비판 과정에 직접 참여한다”며 “아이들의 사고력과 탐구 역량, 인성까지 함께 키우는 방식”이라고 설명했다.

“한국형 바칼로레아 KB 시대 열겠다”

이번 선거에서 강 교육감이 새롭게 내세운 핵심 공약은 ‘한국형 바칼로레아(KB)’다.

그는 “IB에서 검증된 교수·학습 기법을 한국 공교육 현실에 맞게 재구성하는 것이 KB”라며 “대구는 이미 미래역량 교육과정 가이드북과 논·서술형 평가 시스템 구축 등을 통해 KB 체계를 시작했다”고 말했다.

이어 “IB 학교가 아니더라도 IB 수준의 교육 효과를 낼 수 있도록 만드는 것이 목표”라며 “교원 연수 체계와 학습법, 평가 시스템까지 단계적으로 구축하고 있다”고 설명했다.

특히 “AI 시대에는 단순 암기식 교육으로는 한계가 있다”며 “깊이 있는 사고력과 탐구 중심 수업이 가능한 방향으로 교육이 전환돼야 한다”고 강조했다.

직업계고 경쟁력 강조…“대구 취업률 전국 1위”

직업계고 정책에 대해서도 자신감을 드러냈다.

강 교육감은 “지난해 교육부 발표 기준 직업계고 취업률 전국 1위가 대구교육청”이라며 “대구 직업계고의 교육 품질은 전국 최고 수준”이라고 밝혔다.

현재 대구 지역 직업계고 20개교 가운데 5개교가 마이스터고이며, 일부 학교는 취업률이 100%에 육박한다고 설명했다.

그는 “직업계고 학생들이 공통교과에 흥미를 잃지 않도록 교육과정을 대폭 재구성했다”며 “실습 중심 교육 강화와 산업 트렌드에 맞춘 학과 개편도 지속적으로 추진하고 있다”고 말했다.

또 “일반고 학생들도 산업체 위탁교육이나 직업계고 전입학 등을 통해 새로운 진로를 선택할 수 있도록 길을 열어두고 있다”고 덧붙였다.

학교폭력·교권 문제엔 “관계 회복 중심 대응”

학교폭력 문제에 대해서는 “대구의 학교폭력 피해 응답률은 전국 평균보다 낮은 수준”이라면서도 “단 한 건의 폭력도 가볍게 볼 수 없다”고 말했다.

그는 관계회복단, 갈등조정단, 행동중재 전문가 육성을 주요 과제로 제시했다.

특히 “정서적으로 불안정한 학생과 경계선 행동 문제를 조기에 중재하는 시스템이 중요하다”며 “특수교육 분야 행동중재 전문가 과정을 일반교사까지 확대할 계획”이라고 밝혔다.

교권 보호에 대해서도 강경한 입장을 보였다.

강 교육감은 “교권 침해 한 건이 전체 교사 사회의 사기를 떨어뜨린다”며 “법률 지원과 심리 회복, 분리 조치 등을 더욱 신속하게 지원하겠다”고 강조했다.

“대구가 하면 대한민국 교육이 바뀐다”

강 교육감은 이번 선거 슬로건인 ‘글로벌 교육수도 대구’의 의미에 대해 “대구교육청이 추진한 정책이 전국으로 확산된 사례가 많다”고 설명했다.

그는 “IB뿐 아니라 수업·평가 혁신, 늘봄학교, 직업교육, 유보통합 등에서도 대구가 선도 역할을 해왔다”며 “대구가 하면 대한민국 교육이 바뀔 수 있다는 자신감이 있다”고 말했다.

이어 “앞으로도 국가대표 교육감이라는 마음으로 대한민국 교육 변화를 이끌겠다”며 “교육수도 대구를 넘어 세계적 수준의 글로벌 교육도시를 만들겠다”고 밝혔다.
