People Power Party Park Yong-sun, a candidate for mayor of Pohang, unveiled a series of livelihood-focused pledges centered on revitalizing the city’s old downtown and expanding support for women and families.

After announcing his downtown revitalization plan on May 25, Park on May 26 introduced his “Eight Core Women and Family-Friendly Policies,” which include childbirth, childcare, and women’s safety measures. Emphasizing both the recovery of declining downtown commercial districts and responses to South Korea’s low birthrate crisis, Park said he would “create a city where people gather and stay.”

Park pointed to excessive suburban new-town development, relocation of public institutions, and insufficient parking space as key causes of the hollowing-out of the old downtown. “People come when there are parking lots and cultural spaces, and businesses survive when people come,” he said, pledging to build large-scale parking facilities on the former Pohang Station site and around Deoksu Park.

He also proposed expanding stay-oriented tourism infrastructure. The plan includes developing a 108-hole park golf complex, including an 18-hole course for people with disabilities, around Deoksu Park and operating shuttle buses connecting the area to downtown to attract more visitors and encourage longer stays.

Park further announced plans for a patriotic memorial park. By linking the Student Volunteer Army Victory Memorial Hall and the Chung Hon Tower, he proposed creating the tentatively named “Deoksu Patriotic Park” to host national memorial events and serve as an educational site honoring veterans. Road expansion and additional parking facilities would also be included.

To revive the Jungang Shopping District, Park proposed relocating the Pohang Lifelong Learning Center into vacant large-scale commercial buildings in the area. The current Nam-gu Lifelong Learning Center would be integrated with a senior welfare center to improve administrative and welfare efficiency. The goal, he said, is to create a steady flow of visitors and restore commercial vitality.

Park also pledged to reorganize city bus routes around the Ogeori–Yukgeori corridor to improve accessibility to the old downtown. He added that the projects would be accelerated through the securing of national government funding, including urban regeneration initiatives.

In his women and family policy package, Park focused on strengthening women’s safety and expanding childbirth and childcare support. Declaring “Women-Safe No.1 Pohang,” he pledged to reduce crimes targeting women by 40 percent through measures such as installing security equipment at 1,000 safe stores, creating 3,000 home safety systems, and operating nighttime escort services.

To help women return to the workforce after childbirth, Park proposed opening three pilot “Moms Work Offices,” shared office spaces combined with childcare services, with the goal of reducing career interruption rates among women by 30 percent.

Measures to address the low birthrate crisis were also included. Park pledged to raise childbirth subsidies to 3 million won for the first child and 4 million won for the second child, to be paid entirely in Pohang Love Gift Certificates to stimulate local spending.

He also promised to establish two public postpartum care centers, one each in Nam-gu and Buk-gu, allowing mothers to use the facilities at less than half the cost of private centers. In addition, infertile couples would receive up to 3 million won annually in additional treatment support regardless of income level or the number of treatments.

To address childcare gaps, Park proposed opening five “24/7 childcare hubs” for families working rotating shifts in industrial areas such as the steel complex. Emergency childcare reservations would be guaranteed within two hours. Pregnant women and families with infants in rural areas would receive 50,000 won per month in transportation support through a “Mom Taxi” program, with an additional 20 percent subsidy for 읍·면 areas.

Park also pledged to simplify administrative procedures through a digital one-stop app integrating pregnancy, childbirth, and childcare services, replacing the current system in which services are spread across multiple departments.

“An environment where women can safely work and raise children without financial burdens is the future competitiveness of Pohang,” Park said. “By pursuing downtown revitalization and family support policies together, we will create changes that citizens can truly feel.”
