- Councilor Kim Jae-yong Proposes 'Ordinance on the Management and Operation of Park Golf Courses'… Supplements to Welfare, Including Full Exemption for Those 80 Years or Older
- Councilor Heo Si-young Proposes 'Amendment to the Vacant House Renovation Ordinance'… Inducing a Shortening of the Public Land Provision Period from '3 Years to 1 Year'
- Final Approval Scheduled for the Plenary Session of the 325th Extraordinary Session on the 18th
The Daegu City Council has stepped up efforts to revitalize citizens' cultural and sports lives and improve the urban residential environment. On the 11th, the Standing Committees of the Daegu City Council passed ordinances aimed at improving the operational efficiency of park golf courses and resolving restrictions on the renovation of abandoned vacant houses within the city.
Introduction of 'User-Pays Principle' for Park Golf Courses… Establishment of Systematic Management Standards
The Culture and Welfare Committee passed the "Ordinance on the Management and Operation of Daegu Metropolitan City Park Golf Courses," proposed by Representative Kim Jae-yong (Buk-gu 3), during its agenda review.
The core of this ordinance is the codification of the "user-pays principle" to alleviate the financial burden on the city caused by the recent explosive increase in park golf users. However, to uphold the public nature of sports welfare, reasonable exception clauses have been included: Daegu citizens aged 80 or older are fully exempt from usage fees, while national merit recipients and persons with disabilities receive reduced benefits. In addition, the ordinance contains regulations for systematic facility management, such as priority for application and usage permits.
Representative Kim Jae-yong stated, "Considering the mounting financial burden on the city, including facility maintenance costs, establishing fee standards is an inevitable choice." He added, "Through this ordinance, we will refine the system so that citizens can enjoy park golf in a more pleasant and safe environment." The ordinance is scheduled to take effect on July 1, 2027, following preliminary preparations and publicity.
Relaxation of Public Land Provision After Vacant House Demolition from '3 Years' to '1 Year'... Encouraging Voluntary Participation by Owners
On the same day, the Construction and Transportation Committee passed the original draft of the "Partial Amendment to the Daegu Metropolitan City Ordinance on the Maintenance of Vacant Houses and Small-Scale Housing," proposed by Representative Heo Si-young (Dalseo-gu 2).
This amendment significantly relaxes the mandatory period for vacant house owners to provide land for public use, such as parking lots or shelters, after demolition, from the existing "at least 3 years" to "at least 1 year." It applies retroactively to owners who had already agreed to provide land for at least 3 years.
This measure reflects voices from the field indicating that owners are reluctant to consent to demolition and maintenance due to the excessively long provision period under the current ordinance. Furthermore, the amendment includes plans to expand the scope of utilization for repaired or remodeled vacant houses, moving away from a policy centered on demolition. Council Member Heo Si-young pointed out that "the number of vacant houses in the Daegu region has reached 6,000, accelerating the deterioration of the residential environment and the decline of the local area." He emphasized, "As Daegu City plans to invest 3.3 billion won in vacant house renovation projects in 2026 alone, we will use this revised ordinance to encourage owners to voluntarily demolish their properties and revitalize vacant houses for various uses, thereby boosting regional vitality."
Meanwhile, the two ordinance bills, which passed their respective standing committees today, are scheduled for final approval at the plenary session of the 325th extraordinary session to be held on June 18.
