대구경북(TK)의 미래를 바꿀 메가시티의 핵심 과제인 ‘대구경북 행정통합’이 다시 한번 거센 소용돌이 속에 직면했다.

6.3 지방선거가 막을 내리자마자 기다렸다는 듯 터져 나오는 불협화음과 정치적 계산기를 두드리는 소리를 보노라면, 과연 이 지역 리더들에게 ‘지역 사회의 미래에 대한 진정성’이 존재하는지 묻지 않을 수 없다.

선거 결과에 따른 파장은 즉각적이었다. 김부겸 후보의 낙선 이후, 이재명 대통령 측에서 TK 행정통합이 사실상 어려워질 것이라는 전망이 나오자마자 논란의 전선이 형성됐다. 물론 대통령으로서 적정한 발언은 아니었다. 대통령의 메시지를 듣는 순간 본인은 어떤 판단과 생각을 가지고 있는지는 모르지만 그 메시지를 전달받은 대구경북 시도민들 입장에서는 '사실상 행정통합은 물건너 갔구나'라는 의심을 직감했다.

그동안 통합의 당위성을 가장 강하게 주장해 왔던 이철우 경북지사는 즉각 반발했다. 국가의 백년대계가 정권의 성향에 따라, 혹은 선거 결과에 따라 조변석개(朝變夕改)하듯 달라져야 하느냐는 항변이다. 맞는 말이다. 그러나 그렇게만 치부하기에는 무언가 석연치 않다. 

12일,  도정 복귀 후 직원들과 첫 공식적 만남행사를 가진 이지사는 “지금부터의 4년이 경북의 미래를 결정하는 시간”이라며 향후 4년을 강조했다. 행종통합은 사실상 무산'을 염두한 의도적 발언은 아니겠지만 해석을 두고 논란이 있을 수있다는 점은 분명하다. 실제 지역 정가에서는 이 지사가 자신의 임기 내인 ‘4년 안에는 사실상 행정통합이 불가능하다’는 현실을 직감하고 조기에 속도 조절 혹은 장기 과제로 선회한 것 아니냐는 해석을 내놓고 있다. 진정한 통합론자를 자처하던 이 지사 마저도 임기 내 실현이라는 현실의 벽 앞에서 발을 빼는 모양새라는 것. 

더욱 씁쓸한 것은 이제 막 당선돼 금배지를 단 대구경북 시·도의원들의 태도다. 행정통합이 이뤄지면 시·도의회 역시 통합되거나 구조조정이 불가피하다. 특히 선거구가 합쳐지며 의원 수가 줄어들 것을 우려하는 경북도의원들을 중심으로 벌써부터 ‘통합 반대’ 기류가 엿보이고 있다. 자신의 ‘정치적 생명’과 ‘밥그릇’이 걸린 문제 앞에서는 지역의 미래도, 시·도민의 염원도 뒷전인 셈이다. 이들이 다음 지방선거 전까지 적극적으로 협조할 것이라 믿는 시·도민은 이제 많지 않다.

추경호 대구시장 당선인의 행보 역시 온도차가 분명하다. 겉으로는 대의명분으로서의 행정통합을 이야기하지만, 내면 역시 이 지사와 같은 생각일지에 대하여도 아직 시민들은 믿지 못하겠다는 모습이다. 대구와 경북의 수장들이 동상이몽(同床異夢)을 꾸고 있는 것 아니냐는 것이다. 이러다가는 정말 배가 산으로 가는 것은 아닌지 의심된다. 

결국 이 모든 과정을 복기해 보면 명확해지는 진실이 하나 있다. 대구경북 행정통합의 성패를 가르는 결정적 요인은 더불어민주당이나 중앙 정권이 아니라, 당사자들인 TK 지역 지도자들과 민의의 대변자라고 자처하는 이들의 '의지'와 '결단'에 달려 있다는 점이다.

그럼에도 불구하고 지금 지역 정치권이 보여주는 행태는 오직 ‘남 탓’뿐이다. 정권 탓, 여당 탓, 제도 탓을 하며 책임을 돌리기에 급급하다. 이는 대구경북 리더들의 진정성 결여와 남 탓 행정, 나아가 무책임과 무능의 극치를 여실히 드러내는 반증이라고밖에 보이지 않는다. 이제껏 누구도 행정통합에 대한 무산을 반성한 대구경북 지도자나 정치인은 없다.

내부의 이해관계 하나 조정하지 못하고, 당선되자마자 자기 밥그릇부터 챙기려는 취약한 지역 정치권의 경쟁력으로는 그 어떤 미래 비전도 완성할 수 없다. 행정통합이라는 거대한 담론을 선거용 구호나 정치적 수사(修辭)로 소비해 버린 리더들은 시·도민 앞에 석고대죄해야 한다. 남 탓으로 점철된 행정을 멈추고, 진정성 있는 책임 행정을 보여주지 않는다면, 대구경북의 미래는 메가시티가 아닌 ‘지방 소멸’의 가속화뿐일 것이다.

If administrative integration is achieved, the consolidation or restructuring of the city and provincial councils will be inevitable. In particular, a sentiment of opposition to integration is already being observed, centered around Gyeongbuk provincial council members who fear that the number of council members will decrease as electoral districts are merged. Faced with issues where their own "political careers" and "livelihoods" are at stake, the future of the region and the aspirations of the citizens of the city and province are effectively put on the back burner. Few citizens now believe that they will actively cooperate until the next local elections.

The actions of Daegu Mayor-elect Choo Kyung-ho also show a clear disparity. While he outwardly speaks of administrative integration as a just cause, citizens still seem unconvinced that he shares Governor Lee's inner views. The suspicion is that the leaders of Daegu and Gyeongbuk are dreaming different dreams while sleeping in the same bed. At this rate, one suspects that the project is truly going off track.

Ultimately, reviewing this entire process reveals one clear truth: the decisive factor determining the success or failure of the Daegu-Gyeongbuk administrative integration lies not with the Democratic Party of Korea or the central government, but with the "will" and "determination" of the TK regional leaders—the parties directly involved—and those who claim to be representatives of the public will. Nevertheless, the behavior currently displayed by the local political sphere consists solely of blaming others. They are scrambling to shift responsibility by blaming the administration, the ruling party, and the system. This appears to be nothing other than proof that the leaders of Daegu and Gyeongbuk lack sincerity, engage in blame-shifting administration, and ultimately demonstrate the epitome of irresponsibility and incompetence. To date, no leader or politician in Daegu or Gyeongbuk has reflected on the failure of administrative integration.

With the competitiveness of a weak local political sphere that cannot even coordinate internal interests and seeks to secure its own self-interest immediately upon election, no future vision can be realized. Leaders who have consumed the grand discourse of administrative integration as mere election slogans or political rhetoric must offer a sincere apology to the citizens of the city and province. Unless they stop this administration riddled with blame and demonstrate sincere, responsible governance, the future of Daegu and Gyeongbuk will be nothing but the acceleration of "regional extinction," not the development of a megacity.
