구자근 의원(국민의힘)은 전국적으로 늘고 있는 지식산업센터 공실 문제를 해결하고, 비어 있는 공간이 창업기업과 산학연 협력의 거점 역할을 하도록 ‘산업집적활성화 및 공장설립에 관한 법률’ 일부개정안을 대표 발의했다고 15일 밝혔다.
이번 개정안에는 국가와 지방자치단체가 지식산업센터 내 유휴공간을 효율적으로 활용할 수 있도록 시책을 수립하고 시행할 법적 근거를 마련하는 내용이 담겼다.
최근 경기 침체와 공급 증가 등으로 지식산업센터의 공실 및 미분양이 크게 늘고 있다. 대한건설협회 조사 결과, 2022년부터 2024년까지 전국에서 공급된 65개 지식산업센터의 평균 미분양률은 37%까지 치솟았다.
지식산업센터는 본래 첨단산업과 벤처기업 육성을 위해 마련됐지만, 입주 수요가 줄고 장기 공실이 늘면서 그 역할이 약화되고 있다는 지적이 꾸준히 제기됐다. 현행법도 지식산업센터의 설치와 운영은 규정하고 있지만, 유휴공간을 지역 혁신자산으로 활용하기 위한 국가·지자체 차원의 지원 근거는 부족한 상황이다.
개정안이 통과될 경우 지식산업센터 내 공실을 청년 창업기업, 스타트업, 연구기관, 산학협력 프로그램 등이 폭넓게 활용할 수 있게 된다. 해당 공간이 지역 산업 생태계 활성화와 일자리 창출에 기여할 것으로 기대가 모이고 있다.
구자근 의원은 “지식산업센터는 산업 혁신과 일자리 창출의 거점 역할을 해야 하지만, 최근 공실 증가로 기능이 많이 약해졌다”면서 “비어 있는 공간을 창업과 연구개발, 산학협력 공간으로 적극 활용할 수 있도록 제도적 기반을 마련했다”고 말했다.
이어 구 의원은 “특히 지방의 지식산업센터는 지역 기업 육성과 청년 일자리 창출에 중요한 인프라이자 혁신성장 거점”이라며 “이번 법안이 지역경제에 새로운 활력을 불어넣을 것으로 기대한다”고 강조했다.

A bill aimed at revitalizing local economies by transforming idle spaces within knowledge industry centers into hubs for startups and industry-academia-research collaboration has been submitted to the National Assembly.

According to a survey by the Korea Construction Association, the average unsold rate for 65 knowledge industry centers supplied nationwide between 2022 and 2024 soared to 37%. Knowledge Industry Centers were originally established to foster high-tech industries and venture companies, but concerns have been consistently raised that their role is weakening as occupancy demand declines and long-term vacancies increase. While current laws regulate the establishment and operation of Knowledge Industry Centers, there is a lack of legal grounds for national and local government support to utilize idle spaces as regional innovation assets.
If the amendment passes, vacant spaces within Knowledge Industry Centers will be widely utilized by youth startups, startups, research institutions, and industry-academia collaboration programs. Expectations are high that these spaces will contribute to revitalizing the regional industrial ecosystem and creating jobs.
Representative Koo Ja-geun stated, "Knowledge Industry Centers should serve as hubs for industrial innovation and job creation, but their function has significantly weakened due to the recent increase in vacancies." He added, "We have established an institutional foundation to actively utilize these empty spaces for startups, research and development, and industry-academia collaboration." Council Member Gu continued by emphasizing, “In particular, local knowledge industry centers are important infrastructure for fostering local businesses and creating jobs for young people, as well as hubs for innovative growth,” adding, “I expect this bill to breathe new vitality into the regional economy.”
