경주시의회는 지난 15일 경주 힐튼호텔에서 제10대 경주시의회 의원 당선자를 대상으로 오리엔테이션을 실시했다고 밝혔다.

이번 교육은 지난 3일 치러진 제9회 전국동시지방선거를 통해 선출된 제10대 경주시의원 가운데 초선 의원 15명을 대상으로 마련됐다. 한국산업기술원 지방자치연구소가 진행을 맡았으며, 지방의회 운영에 대한 이해를 높이고 의정활동에 필요한 실무 능력을 배양하는 데 초점을 맞췄다.

교육 과정에서는 지방의원의 권한과 책임, 지방의회의 기능과 역할, 회의 운영 절차 등을 비롯해 원구성 방식과 조례 제·개정, 예산안 심사, 행정사무감사 등 핵심 의정활동 전반에 대한 설명이 이뤄졌다.

오후 일정에서는 의회사무국과 의원 간 협력 체계 구축 방안, 집행부 주요 업무보고 활용 방법, 의원연구단체 운영과 정책개발연구용역 우수사례 등이 소개되며 실질적인 의정활동 역량 강화에 중점을 뒀다.

이어 경주시의회는 16일 의회 소회의실에서 제10대 경주시의회 의원 당선인 22명이 참석한 가운데 간담회를 열고 의회 운영 전반에 대한 기본 사항을 공유했다.

이날 간담회는 제10대 의회의 원활한 출범을 지원하기 위해 마련됐으며, 의회 조직과 의회사무국 운영 현황, 의원의 지위와 윤리강령, 의정 역량 강화 지원제도, 회기 운영 방식 등에 대한 안내가 진행됐다. 아울러 주요 현안에 대한 설명도 함께 이뤄졌다.

행사는 이동협 의장의 축하 인사를 시작으로 당선인 소개와 의회 운영 설명, 현안 보고 순으로 진행됐다.

이동협 의장은 “제10대 경주시의회 의원으로 선출된 당선인 여러분께 축하의 말씀을 드린다”며 “시민을 대표하는 의회가 책임감 있는 모습으로 새롭게 출발할 수 있도록 개원 준비에 최선을 다하겠다”고 말했다.

이어 “당선인들께서도 시민들의 기대와 신뢰에 부응하는 성숙한 의정활동을 펼쳐 지역 발전과 시민 행복 증진에 힘써주시길 바란다”고 덧붙였다.

한편 제10대 경주시의회는 이번 오리엔테이션과 간담회를 시작으로 원구성과 의정 운영 체계 정비를 거쳐 본격적인 의정활동에 돌입할 예정이다.

The afternoon schedule focused on strengthening practical legislative capabilities by introducing measures to establish a cooperative system between the Council Secretariat and council members, methods to utilize major executive branch reports, the operation of council member research groups, and best practices regarding policy development research services.

Subsequently, on the 16th, the Gyeongju City Council held a meeting in the council's small conference room attended by 22 newly elected members of the 10th Gyeongju City Council to share basic information regarding the overall operation of the council.

This meeting was organized to support the smooth launch of the 10th Council. It included guidance on the council's organization and the current status of the Council Secretariat's operations, the status and code of ethics of council members, support systems for strengthening legislative capabilities, and session management methods. In addition, explanations regarding major pending issues were also provided.

The event proceeded in the order of congratulatory remarks by Chairman Lee Dong-hyeop, introductions of the elected members, an explanation of council operations, and reports on current issues.

Chairman Lee Dong-hyeop stated, “I extend my congratulations to all the elected members of the 10th Gyeongju City Council,” adding, “We will do our utmost to prepare for the opening so that the Council, representing the citizens, can make a fresh start with a sense of responsibility.”
