The Council of Superintendents of Education of Korea held a meeting with the superintendents-elect of the 9th National Simultaneous Local Elections at the Council's secretariat on the 15th and officially launched its new leadership.
At the meeting, they shared the vision and development direction for local educational autonomy and adopted a joint statement opposing the government's moves to reform the local education finance grant system.
During the meeting, Superintendent Jeong Geun-sik was acclaimed as the 11th President of the Council of Superintendents of Education of Korea, and the appointment of vice presidents and auditors also took place.
Council President Kang Eun-hee stated, "It was a meaningful time where 16 city and provincial offices of education gathered to pledge a new beginning for education," adding, "We will continue to solidify communication and partnership among the offices of education."
Superintendent Jeong Geun-sik, who took office as the new president, announced his intention to play an active role in the future, stating, "The city and provincial offices of education will unite their efforts to focus on the development of educational autonomy and the resolution of pending educational issues." At the meeting held on this day, a joint statement was released by the superintendents-elect regarding the government's recent consideration of changing the calculation method for local education finance grants from a domestic tax-linked approach to a nominal growth rate-linked approach, citing the decline in the school-age population.
In the statement, they expressed concern, stating, "A critical issue that will determine the long-term future of education is being pushed forward unilaterally without sufficient discussion on the ground." They further emphasized, "The local education finance grant is a core system that has guaranteed stable funding for early childhood, elementary, and secondary education for 55 years since its introduction in 1971," adding, "The future of education must be determined not by numerical calculations, but through sufficient discussion with stakeholders in the field."
They also expressed strong opposition to plans to reduce education funding based on the decrease in student numbers. They explained, "A significant portion of education expenses, including personnel costs for teaching staff, school operating costs, and facility maintenance, are fixed costs incurred regardless of the number of students," and added, "In an era of low birth rates, it is a time when investment to provide customized education for students is even more necessary."
In addition, they raised their voices, stating, “If the restructuring of the grant system, which is skewed toward economic logic, is pushed forward unilaterally, the damage will ultimately fall on the students,” and asserting that “educational finance is not merely an expenditure, but a national investment for future generations.”
Along with this, the superintendents-elect urged the government to: ▲ halt the unilateral restructuring of the grant system without consultation with the field of education; ▲ re-examine the changes to the grant calculation method from scratch; and ▲ establish an official consultative body involving provincial and metropolitan offices of education and stakeholders in education.
Finally, declaring that “educational finance is a public promise and the root of a long-term plan,” they stated, “We will respond firmly to ensure that the stability and public nature of local education finance are not undermined.”
Meanwhile, the Council of Superintendents of Education of Korea plans to focus on strengthening local educational autonomy, securing the stability of educational finance, and establishing a joint response system for various pending educational issues, under the leadership of its new leadership.
