시는 23일 시청 중회의실에서 ‘2026년 포항시 빅데이터 분석사업’ 착수보고회를 열고 사업 추진 방향과 주요 분석 과제를 공유했다.

이날 보고회는 디지털융합산업과 주관으로 개최됐으며, 남·북구 보건정책과를 비롯해 대중교통과, 차량등록과, 그린웨이추진과 등 관련 부서 관계자들이 참석해 사업 추진 계획을 논의했다.

포항시는 데이터에 기반한 정책 수립과 행정 서비스 개선을 위해 매년 빅데이터 분석사업을 추진하고 있다. 지난 2022년 지역화폐와 일자리, 상권 현안 분석을 시작으로 공원 활성화, 교통시설물 운영, 불법주정차, 복지 수요, 인구 변화, 산업 구조 등 다양한 분야의 데이터를 분석해 시정에 활용해 왔다.

그동안 축적된 분석 결과는 지역 특성에 맞는 경제 활성화 방안 마련은 물론 교통 인프라 확충과 인구 구조 변화에 대응한 복지·산업 정책 수립 등에 반영되며 행정의 실효성을 높이는 데 기여해 왔다.

올해는 시민 생활과 밀접한 4개 분야를 중심으로 분석이 진행된다. 주요 과제는 ▲인구·교통·의료시설 데이터를 활용한 의료취약지역 분석 ▲버스 운행정보와 교통 데이터를 활용한 노선별 적정 운행시간 산정 및 정시 운행 실태 분석 ▲무보험 차량 단속 현황 시각화를 통한 특별사법경찰 업무 지원 ▲둘레길 조성 전후 유동인구 및 소비 변화 분석을 통한 정책 성과 평가 등이다.

시는 의료 분야 분석을 통해 진료과목별 의료서비스 접근성이 낮은 지역을 파악하고, 이를 기반으로 지역 특성에 맞는 보건정책을 수립할 계획이다. 교통 분야에서는 버스 노선 운영의 효율성을 높이고 정시성을 개선해 시민들의 대중교통 이용 만족도를 향상시킨다는 방침이다.

아울러 둘레길 조성 이후 나타난 방문객 증가와 소비 패턴 변화를 데이터로 분석해 지역경제에 미친 효과를 객관적으로 검증하고, 향후 걷기길 조성 정책의 기초자료로 활용할 예정이다.

이상엽 일자리경제국장은 “데이터는 시민들의 불편 사항을 사전에 파악하고 해결 방안을 마련하는 데 중요한 역할을 한다”며 “이번 사업을 통해 데이터 기반 행정을 한층 강화하고 시민들이 체감할 수 있는 정책 성과를 만들어 가겠다”고 말했다.

This year, analysis will focus on four areas closely related to citizens' daily lives. Key tasks include: ▲ analyzing medically underserved areas using population, transportation, and medical facility data; ▲ calculating appropriate travel times by route and analyzing on-time performance using bus operation information and traffic data; ▲ supporting special judicial police operations through the visualization of uninsured vehicle enforcement status; and ▲ evaluating policy performance by analyzing changes in pedestrian traffic and consumption before and after the creation of walking trails.

Through the analysis of the medical sector, the city plans to identify areas with low accessibility to medical services by specialty and establish health policies tailored to regional characteristics based on this. In the transportation sector, the city intends to improve citizens' satisfaction with public transportation by enhancing the efficiency of bus route operations and improving punctuality.

Furthermore, the city plans to objectively verify the impact on the local economy by analyzing data on visitor growth and changes in consumption patterns observed since the creation of walking trails, and utilize this as foundational data for future walking trail development policies. Lee Sang-yeop, Director of the Jobs and Economy Bureau, said, “Data plays an important role in identifying citizens’ inconveniences in advance and devising solutions,” adding, “Through this project, we will further strengthen data-based administration and create policy achievements that citizens can experience.”
