포항해경이 최근 3년간(2023~2025년) 수상레저 관련 위반행위 단속 현황을 분석한 결과, 기상특보 발효 중 활동이 41건으로 가장 많았으며, 구명조끼 등 안전장비 미착용 24건, 무면허 운항 18건 등이 뒤를 이었다.

특히 구명조끼 미착용은 수상레저 사고 발생 시 인명피해 위험을 크게 높이는 대표적인 안전수칙 위반 사례로 꼽힌다. 현행 수상레저안전법에 따라 구명조끼를 착용하지 않을 경우 10만원의 과태료가 부과된다.

실제로 지난달 포항시 북구 오도리 주상절리 인근 해상에서는 구명조끼를 착용하지 않은 채 고무보트를 운항하던 이용자가 해양경찰에 적발되기도 했다.

해경은 구명조끼 착용 외에도 수상레저 활동 시 반드시 지켜야 할 주요 안전수칙을 안내했다.

우선 출항 전 기상 상황을 확인하고 기상 악화가 예상되거나 특보가 발효된 경우 즉시 입항해야 한다. 이를 위반하면 최대 50만원 이하의 과태료가 부과될 수 있다.

또한 10해리 이상 떨어진 해역에서 활동할 경우에는 사전에 해양경찰관서 또는 인터넷을 통해 원거리 수상레저 활동 신고를 해야 하며, 신고 의무를 이행하지 않을 경우 과태료 처분 대상이 된다.

음주 상태에서의 수상레저 활동도 금지된다. 동력 수상레저기구는 물론 카누·카약 등 무동력 기구를 이용한 활동 역시 음주 상태에서는 허용되지 않으며, 위반 시 최대 100만원 이하의 과태료가 부과된다.

아울러 야간 시간대 안전사고 예방을 위해 일몰 후 30분부터 일출 전 30분까지는 수상레저 활동이 제한된다. 이를 위반할 경우에도 과태료 처분을 받을 수 있다.

이근안 포항해양경찰서장은 “구명조끼는 위급 상황에서 생명을 보호하는 가장 기본적인 안전장비”라며 “수상레저를 즐기는 시민들은 관련 법규와 안전수칙을 숙지하고 반드시 구명조끼를 착용해 안전사고 예방에 동참해 달라”고 말했다.
