시는 오는 6월 29일부터 한국부동산원과 함께 ‘조합운영 컨설팅’ 시범사업을 시행한다고 밝혔다. 이번 사업은 정비사업 초기 단계에서 발생할 수 있는 운영상 문제를 사전에 점검하고, 분쟁 요인을 줄이기 위한 예방적 지원에 초점이 맞춰졌다.
정비사업은 대규모 자금과 장기간의 사업 기간이 수반되는 특성상 조합 운영 과정에서 민원과 갈등이 빈번하게 발생하지만, 기존 관리·감독 체계는 사후 점검 중심으로 운영돼 초기 단계의 구조적 어려움을 해결하는 데 한계가 있다는 지적이 이어져 왔다.
이에 대구시는 국토교통부 지정 정비사업 지원기구인 한국부동산원과 협력해 설립 초기 조합을 대상으로 전문가 기반의 컨설팅을 제공하고, 시범사업 결과를 토대로 하반기부터 제도화를 추진할 계획이다.
지원 대상은 설립 후 2년 이내이거나 시공자 선정 이전 단계에 있는 재개발·재건축 조합을 중심으로 하되, 기준에 해당하지 않는 조합도 필요에 따라 신청할 수 있도록 열어두었다. 신청은 한국부동산원 홈페이지 또는 각 구·군 정비사업 담당 부서를 통해 가능하다.
컨설팅은 용역 계약, 예산 및 회계 관리, 조합 행정, 정보 공개 등 조합 운영 전반을 포괄한다. 변호사, 회계사, 한국부동산원 관계자, 지자체 공무원 등으로 구성된 전문 컨설팅팀이 현장을 직접 방문해 운영 실태를 진단하고 개선 방안을 제시하는 방식으로 진행된다.
또한 컨설팅 이후에도 개선 사항의 이행 여부를 점검하고 추가 자문을 제공하는 등 사후 관리 체계도 함께 운영된다. 아울러 주요 사례와 운영 매뉴얼을 공유해 조합 운영 역량 전반을 체계적으로 높여 나간다는 방침이다.
대구시 김상연 도시정비과장은 “정비사업의 안정적 추진과 조합원 권익 보호를 위해서는 초기 단계부터의 투명하고 체계적인 운영이 핵심”이라며 “전문 컨설팅을 통해 조합 운영의 전문성과 신뢰도를 높이고 건전한 정비사업 환경을 조성해 나가겠다”고 말했다.

Accordingly, Daegu City plans to collaborate with the Korea Real Estate Institute, an urban renewal support organization designated by the Ministry of Land, Infrastructure and Transport, to provide expert-based consulting to associations in their early stages of establishment. Based on the results of the pilot project, the city intends to pursue institutionalization starting in the second half of the year. Eligibility for support is primarily focused on redevelopment and reconstruction associations established within the last two years or those in the pre-contract selection stage; however, the program is open to associations that do not meet these criteria but may apply as needed. Applications can be submitted through the Korea Real Estate Institute website or the urban renewal departments in each district and county.
The consulting services cover the overall operation of the association, including service contracts, budget and accounting management, association administration, and information disclosure. The process involves a professional consulting team composed of lawyers, accountants, Korea Real Estate Institute officials, and local government officials visiting the site in person to diagnose operational conditions and propose improvement measures.
Furthermore, a follow-up management system is in place to monitor the implementation of improvements and provide additional advice even after the consulting is complete. The plan also aims to systematically enhance the overall operational capabilities of the associations by sharing key case studies and operational manuals.
