시는 의료데이터를 AI 의료기기 개발에 적극 활용하기 위한 종합 추진계획을 수립하고, 병원 간 협력체계 구축과 심사 절차 통합 등을 통해 데이터 활용 생태계를 전면 개선한다고 밝혔다.
대구는 상급종합병원 5곳과 국책기관 11곳, 연구중심병원 2곳 등 비수도권 최고 수준의 의료 인프라를 갖추고 있어 의료데이터 기반 산업 육성에 유리한 조건을 갖춘 도시로 평가된다. 그러나 그동안 병원별 상이한 데이터 관리 기준과 기관생명윤리위원회(IRB), 데이터심의위원회(DRB) 등 복잡한 절차로 인해 기업들이 데이터 확보에 시간과 비용을 크게 부담해야 하는 구조적 한계가 있었다.
이에 대구시는 ‘의료데이터 활용 활성화 협의체’를 구성해 데이터 개방과 활용 속도를 높이기로 했다. 협의체에는 경북대병원, 칠곡경북대병원, 영남대병원, 계명대 동산병원, 대구가톨릭대병원 등 지역 5대 상급종합병원을 비롯해 케이메디허브, 대구디지털혁신진흥원, 한국산업기술시험원, 대구테크노파크 등 유관기관과 산업단체 등 총 14개 기관이 참여한다.
시는 오는 7월 3일 참여 기관들과 함께 의료데이터 활용 활성화를 위한 업무협약(MOU)을 체결하고, 협력 체계를 공식화할 계획이다.
또한 케이메디허브와 협력해 기업이 다기관 의료데이터를 요청할 경우 이를 단일 창구에서 처리할 수 있는 ‘공동 IRB·DRB’ 체계를 구축한다. 이를 통해 병원별로 각각 진행되던 심사 절차를 통합해 1회 심사로 일원화하고, 기존 평균 30일 이상 소요되던 처리 기간을 20일 이내로 단축할 방침이다. 위험도가 낮은 연구 과제에는 신속 심사와 원격 화상 심사 방식도 도입해 기업 편의성을 높일 계획이다.
아울러 약 25만 건 규모의 의료데이터 조회·신청이 가능한 ‘K-의료데이터 중개 포털’의 기능과 참여 기관도 확대한다. 현재 경북대병원과 계명대 동산병원 등 2개 상급종합병원이 참여하고 있으나, 이를 5개 상급종합병원 전체로 확대하고 2차 종합병원까지 참여 범위를 넓혀 데이터 기반을 강화할 예정이다. 나아가 대전, 광주 등 타 권역 의료데이터 컨소시엄과의 연계를 통해 전국 단위 의료데이터 네트워크 구축도 추진한다.
정의관 대구시 미래혁신성장실장은 “의료 인프라가 풍부함에도 제도와 절차의 한계로 데이터 활용이 충분히 이뤄지지 못했다”며 “협의체 중심의 개방형 생태계를 구축해 기업이 체감할 수 있는 의료 AX 성과를 만들어 나가겠다”고 말했다.

The city announced that it has established a comprehensive plan to actively utilize medical data in the development of AI medical devices and will comprehensively improve the data utilization ecosystem by building a cooperative system among hospitals and integrating review procedures.
Daegu is considered a city with favorable conditions for fostering medical data-based industries, possessing the highest level of medical infrastructure outside the capital region, including five tertiary general hospitals, 11 national research institutes, and two research-focused hospitals. However, there have been structural limitations where companies have had to bear a significant burden of time and cost in securing data due to differing data management standards among hospitals and complex procedures involving Institutional Review Boards (IRBs) and Data Review Boards (DRBs).
In response, Daegu City has decided to accelerate data opening and utilization by forming a "Medical Data Utilization Activation Council." A total of 14 organizations are participating in the consultative body, including the region's five major tertiary hospitals—Kyungpook National University Hospital, Chilgok Kyungpook National University Hospital, Yeungnam University Hospital, Keimyung University Dongsan Hospital, and Daegu Catholic University Hospital—as well as related agencies and industry groups such as K-Medihub, Daegu Digital Innovation Agency, Korea Testing Laboratory, and Daegu Technopark.
The city plans to sign a Memorandum of Understanding (MOU) with the participating organizations on July 3 to promote the active utilization of medical data and formalize the cooperative framework.
In addition, in cooperation with K-Medihub, the city will establish a "Joint IRB/DRB" system that allows companies to process requests for multi-institutional medical data through a single point of contact. Through this, the city intends to integrate the review procedures, which were previously conducted separately by each hospital, into a single review process and reduce the processing time—which currently takes an average of over 30 days—to within 20 days. For low-risk research projects, the city also plans to introduce expedited review and remote video review methods to enhance convenience for companies. In addition, the functions and participating institutions of the ‘K-Medical Data Brokerage Portal,’ which allows for the inquiry and application of approximately 250,000 medical data records, will be expanded. Currently, two tertiary general hospitals, including Kyungpook National University Hospital and Keimyung University Dongsan Hospital, are participating; however, the plan is to strengthen the data foundation by expanding participation to all five tertiary general hospitals and extending the scope to include secondary general hospitals. Furthermore, the establishment of a nationwide medical data network will be pursued through linkages with medical data consortia in other regions, such as Daejeon and Gwangju.
