이번 평가는 경상북도가 도내 22개 시·군을 대상으로 제안 활성화와 창의행정 확산을 위해 매년 실시하는 종합 평가다. 군은 ▲자체 제안 공모전 운영 ▲제안 채택 및 실시 실적 ▲제안 활성화 우수사례 등 전 분야에서 고른 성과를 인정받아 수상의 영예를 안았다.

성주군은 군민과 공무원의 창의적인 정책 아이디어를 발굴하기 위해 제안제도를 다각도로 운영해왔다. 매년 정기적인 자체 제안 공모전을 개최해 군정 발전을 위한 참신한 의견을 수렴하고 있으며, 국민신문고를 활용한 제안 접수와 체계적인 관리로 행정의 투명성을 높였다.

특히 우수 제안에 대한 시상과 더불어 채택된 의견을 실제 군정에 적극적으로 반영함으로써 '군민과 함께하는 소통 행정'의 기반을 다졌다는 평가를 받는다.

성주군 관계자는 “이번 수상은 정책 아이디어 발굴에 적극적으로 참여해준 군민과 공무원들의 관심 덕분”이라며 “앞으로도 현장의 목소리가 군정에 실질적으로 녹아들 수 있도록 제안제도를 더욱 내실 있게 운영해 나가겠다”고 밝혔다.
