강 교육감은 이날 “대구교육의 안정적인 발전에 머무르지 않고, 끊임없는 변화와 혁신으로 새로운 희망을 만들어 달라는 시민 여러분의 엄중한 뜻을 받들겠다”며 “대한민국을 넘어 세계가 주목하는 글로벌 교육수도로 도약하겠다”고 강조했다.

또, 민선 7·8기 재임 기간 전국 최초 공교육 IB 프로그램 도입, 마음교육, 대구미래역량교육, 가족공동체 형성교육 등의 성과를 언급하며 “대한민국의 학교들이 대구를 본받고, 세계도 대구에 주목하고 있다”고 자평했다.

강 교육감은 IB 프로그램 도입을 통해 학생들의 비판적 사고력과 문제해결력이 높아졌다고 설명했다. 이어 기초학력 3단계 안전망과 1수업 2교사제 운영으로 기초학력 미달 학생 비율을 전국 최저 수준으로 끌어내렸다고 평가했다. “군위 편입 이후에도 거점학교와 IB 클러스터를 통해 교육격차 해소에 힘써왔다”는 점도 덧붙였다.

강 교육감이 제시한 민선 9기 핵심 정책은 크게 5가지다.

가장 먼저, 모든 아이의 온전한 성장을 위한 교육 확대가 첫 번째다. 마음학기제 2.0과 글로벌 마음교육 확산, 학교복귀도움센터 및 무기력학생 회복 프로그램 운영, 그리고 학교폭력 행동중재 전문가 양성 등을 통해 안전한 학교 환경 조성에 나설 계획이다.

두 번째는 한국형 바칼로레아(KB) 도입이다. 그는 IB 프로그램의 경험을 바탕으로 한국 실정에 맞는 질문·탐구 중심의 바칼로레아 수업 방식을 적극적으로 안착시키겠다고 밝혔다. 자기주도학습센터 확대, 서술·논술·구술형 평가 플랫폼 구축 등도 추진된다.

세 번째는 AI 시대 미래인재 양성이다. 강 교육감은 ‘AI-able 2030 프로젝트’와 대구학습GPT 도입을 통해 AI 기반 교육체계를 마련하고, 미래직업교육과 문화예술교육 강화로 창의융합형 인재를 키울 계획이라고 설명했다.

네 번째는 지역 간 교육격차 해소 및 맞춤형 교육 실현이다. IB 학교 클러스터 구축, 교육취약지역 지원 확대, 거점학교 운영, 특수·유아교육 지원 강화 등을 통해 대구 곳곳에서 동등한 교육 기회를 제공하겠다는 방침이다.

다섯째는 교육공동체와 함께 글로벌 리더 양성이다. 국제교류와 외국어교육 확대, 대구글로벌교육원 설립, 2026년 9월 대구교육학부모센터 개원 등을 통해 학생·학부모·교직원이 함께 성장하는 교육 생태계를 만들겠다고 밝혔다.

강 교육감은 공직자들에게도 “교실의 변화가 공교육 성패를 좌우한다는 신념으로 정책을 추진해왔다”며 “여러분의 전문성과 헌신이 대구교육의 가장 큰 경쟁력이므로, 앞으로도 아이들을 교육의 중심에 두고 함께 새로운 희망을 만들어가자”고 당부했다.

Superintendent Kang presented five key policies for the 9th popular election term.

First is the expansion of education for the holistic growth of every child. He plans to create a safe school environment through the "Mind Semester 2.0" and the expansion of global mind education, the operation of school reintegration support centers and recovery programs for lethargic students, and the training of experts in behavioral intervention for school violence.

The second is the introduction of a Korean-style Baccalaureate (KB).
