경북도는 여성폭력 유형이 온라인 기반 범죄와 반복적 위협 등으로 다양해지는 상황에 맞춰 긴급 상담부터 의료·법률 지원, 심리 회복까지 연계하는 피해자 중심 지원체계를 강화하고 있다고 6일 밝혔다.
최근 여성폭력은 디지털 환경을 이용한 불법 촬영물 유포와 개인정보 노출, 스토킹 등 복합적인 형태로 나타나고 있다. 이에 도는 기존 지원 시스템을 보완해 새로운 범죄 유형에도 신속하게 대응할 수 있도록 지원 범위를 확대했다.
긴급한 상황이 발생하면 24시간 운영되는 여성긴급전화 1366 경북센터를 통해 상담과 긴급 지원을 받을 수 있다. 가정폭력과 성폭력, 스토킹, 디지털 성범죄 등 복합 피해 사례에 대해서는 광역 단위 통합지원체계를 기반으로 상담과 긴급 피난처 제공, 보호시설 연계 등 필요한 서비스를 한 번에 지원한다.
디지털 성범죄 피해자에 대해서는 경북 디지털성범죄 피해자지원센터가 불법 촬영물 삭제 지원과 온라인 유포 대응 상담, 피해 대응 절차 안내 등을 제공하고 있다. 특히 딥페이크와 온라인 확산으로 인한 2차 피해를 줄이기 위해 삭제 지원과 상담 기능을 강화하고 있다.
스토킹 피해자에게는 긴급 주거 지원과 치료·회복 프로그램을 연계하고 있으며, 지속적인 상담을 통해 일상 복귀를 지원하고 있다. 성폭력과 가정폭력 피해자도 상담소와 보호시설, 해바라기센터 등을 통해 상담, 의료·법률 지원, 심리 회복 프로그램 등 단계별 서비스를 받을 수 있다.
지난해 여성긴급전화 1366 경북센터는 총 1만4천791건의 상담을 지원했으며, 경북 디지털성범죄 피해자지원센터는 불법 촬영물 삭제와 법률·심리 지원 등 1천530건의 서비스를 제공했다. 또 스토킹 피해자 긴급 주거지원 사업을 통해 17명에게 임시 거처를 지원했고, 해바라기센터는 상담과 의료, 수사 지원 등을 포함해 1만5천450건의 통합 서비스를 제공했다.
이치헌 경상북도 저출생극복본부장은 “디지털 성범죄와 스토킹 등 새로운 형태의 여성폭력이 증가하는 만큼 피해자가 혼자 어려움을 감당하지 않도록 지원체계를 더욱 촘촘하게 운영하겠다”며 “신속하고 실질적인 보호와 회복 지원을 통해 안전한 사회환경 조성에 힘쓰겠다”고 말했다.

For victims of digital sex crimes, the Gyeongbuk Digital Sex Crime Victim Support Center provides support for deleting illegally filmed content, counseling on responding to online distribution, and guidance on victim response procedures. In particular, it is strengthening deletion support and counseling functions to reduce secondary damage caused by deepfakes and online dissemination.
For stalking victims, emergency housing support is linked to treatment and recovery programs, and continuous counseling is provided to assist in their return to daily life. Victims of sexual violence and domestic violence can also receive phased services, including counseling, medical and legal support, and psychological recovery programs, through counseling centers, protection facilities, and Sunflower Centers.
Last year, the Women's Emergency Hotline 1366 Gyeongbuk Center provided a total of 14,791 counseling sessions, while the Gyeongbuk Digital Sex Crime Victim Support Center provided 1,530 services, including the deletion of illegally filmed content and legal and psychological support. In addition, temporary housing was provided to 17 people through the emergency housing support project for stalking victims, and the Sunflower Center provided 15,450 integrated services, including counseling, medical care, and investigative support.
