이번 사업은 지역별 전략 산업과 연계한 특화 로봇 거점을 조성하고, 사용자경험(UX) 기반 로봇 기술의 현장 보급과 활용을 확대하기 위해 마련됐다.

포항시는 푸드테크 분야 수행기관으로 선정돼 총 19억 원 규모의 사업비를 확보했다. 이 가운데 국비는 9억 5천만 원이며 도비 2억 8,500만 원이 포함됐다. 시는 올해 준공을 앞둔 북구 흥해읍 푸드테크 연구지원센터를 중심으로 ‘지역 외식산업 대전환을 위한 식품로봇(푸드테크) 플래그쉽 UX 거점 구축 및 운영’ 사업을 추진할 계획이다.

사업은 경상북도와 포항시가 총괄하고 경북ICT융합산업진흥협회가 주관기관을 맡는다. 포항소재산업진흥원이 참여기관으로 함께 사업을 수행한다.

최근 외식업계는 인력 부족과 인건비 상승 등의 영향으로 AI 기반 자동화와 푸드테크 로봇 도입에 대한 관심이 높아지고 있다. 그러나 높은 초기 투자비와 현장 검증 기회 부족은 보급 확대의 걸림돌로 지적돼 왔다. 이번 사업은 이러한 문제를 해결하고 로봇 기술의 현장 적용을 촉진하는 데 초점을 맞췄다.

주요 추진 내용은 푸드테크 로봇 테스트베드와 체험관 구축을 비롯해 통합 데이터 플랫폼 조성, 푸드테크 특화 로봇의 NSF 시험평가 지원, 지역 연계 실증사업, 전 세대를 대상으로 한 교육·체험 프로그램 운영 등이다.

시는 외식업 종사자가 직접 참여하는 리빙랩을 운영해 로봇 활용성을 검증하고, 조리와 운영 과정에서 축적되는 데이터를 통합 플랫폼에 반영해 AI 기반 레시피 자동화 기술의 기반을 마련할 방침이다.

이와 함께 메뉴 특성에 맞는 AI 레시피를 제공하고 지역 상권과 연계한 실증사업을 추진해 푸드테크 로봇의 활용 효과를 검증할 예정이다. NSF 국제시험인증 연계 지원을 통해 지역 기업들의 해외시장 진출 경쟁력도 높인다는 계획이다.

포항시는 지난해 7월 전국 최초로 푸드테크 연구지원센터 착공식을 개최한 데 이어 같은 해 11월에는 아시아 최초의 NSF 국제시험인증기관을 개소했다. 이를 통해 국내 기업들의 해외 인증 절차와 비용 부담을 줄일 수 있는 기반을 마련했다.

또한 지난 5월 농림축산식품부의 ‘글로벌 K-푸드테크 기업 육성사업’ 선정에 이어 이번 산업통상자원부 공모에도 이름을 올리면서 연구개발부터 시험평가, 국제인증, 현장 실증, 전문인력 양성까지 연계하는 푸드테크 산업 지원체계 구축에도 힘이 실리게 됐다.

시는 하반기 푸드테크 연구지원센터 준공 이후 연구개발과 인증, 사업화 기능을 유기적으로 연결하는 푸드테크 혁신클러스터 조성에도 본격 착수할 예정이다.

박용선 포항시장은 “이번 사업 선정으로 연구개발과 국제인증 기반에 더해 식품로봇 실증과 체험 인프라까지 확보하게 됐다”며 “기업 지원을 강화하고 푸드테크 산업 생태계를 체계적으로 육성해 포항을 대한민국 대표 푸드테크 거점도시로 성장시키겠다”고 말했다.

Of this amount, 950 million won is from the national government, and 285 million won is from the provincial government. The city plans to proceed with the project titled ‘Establishment and Operation of a Food Robot (Food Tech) Flagship UX Hub for the Great Transformation of the Local Foodservice Industry,’ centering on the Food Tech Research Support Center in Heunghae-eup, Buk-gu, which is scheduled for completion this year. The project is overseen by Gyeongsangbuk-do and Pohang City, with the Gyeongbuk ICT Convergence Industry Promotion Association serving as the lead organization. The Pohang Materials Industry Promotion Agency is participating as a collaborating organization to carry out the project.

Recently, the food service industry has seen growing interest in AI-based automation and the adoption of food tech robots due to factors such as labor shortages and rising labor costs. However, high initial investment costs and a lack of opportunities for on-site verification have been cited as obstacles to widespread adoption. This project focuses on resolving these issues and promoting the practical application of robot technology.

Key initiatives include the establishment of a food tech robot testbed and experience center, the creation of an integrated data platform, support for NSF testing and evaluation of specialized food tech robots, regionally linked demonstration projects, and the operation of education and experience programs targeting all generations.

The city plans to operate a Living Lab with direct participation from food service industry professionals to verify the usability of robots, and to lay the foundation for AI-based recipe automation technology by incorporating data accumulated during cooking and operational processes into an integrated platform. In addition, the city plans to verify the effectiveness of food tech robots by providing AI recipes tailored to menu characteristics and promoting pilot projects linked to local commercial districts. It also intends to enhance the competitiveness of local companies entering overseas markets through support linked to NSF international testing and certification.

Following the groundbreaking ceremony for the nation's first Food Tech Research Support Center in July of last year, Pohang City opened Asia's first NSF international testing and certification institution in November of the same year. This laid the foundation to reduce the burden of overseas certification procedures and costs for domestic companies.

Furthermore, following its selection for the Ministry of Agriculture, Food and Rural Affairs' "Global K-Food Tech Enterprise Development Project" last May, the city has also been nominated in the recent open call by the Ministry of Trade, Industry and Energy. This move has strengthened efforts to establish a support system for the food tech industry that links R&D, testing and evaluation, international certification, field demonstration, and the training of specialized personnel.

After the completion of the Food Tech Research Support Center in the second half of the year, the city plans to begin full-scale development of a Food Tech Innovation Cluster that organically connects R&D, certification, and commercialization functions. Pohang Mayor Park Yong-sun said, “With the selection of this project, we have secured infrastructure for food robot demonstration and experience, in addition to the foundation for research and development and international certification,” adding, “We will strengthen support for companies and systematically foster the food tech industry ecosystem to grow Pohang into Korea’s representative food tech hub city.”
