【브레이크뉴스 】이성현 기자=정부(국무조정실 및 중소벤처기업부)의 최종 심의·의결을 거쳐 경북 지역에 총 3개 특구가 신규 지정됐다. 경상북도는 안동의 대마(햄프), 포항의 친환경 선박, 칠곡의 맞춤형 모빌리티를 중심으로 한 '규제자유특구' 지정 소식을 전하며 이들 특구의 활성화를 위해 전폭적인 지원계획을 밝혔다.

참고로 이번 특구 지정은 일반특구와 글로벌혁신 글로벌혁신특구 두 가지 형태로 분류됐다.

바이오·해양·모빌리티 산업 등 대규모 신규 규제자유특구 지정으로 경북도가 보유한 규제자유특구는 기존 포항(배터리 리사이클링), 안동(산업용 대마), 김천(스마트그린물류), 경산(전기차 무선충전), 의성(세포배양식품)을 포함해 총 8곳으로 늘어났다. 이는 전국 지방자치단체 중 가장 많은 수치이며, 이번 지정을 통해 대한민국 ‘지방 주도 산업 대전환’ 도약에 날개를 달게 됐다. 

특히 경북도는 올해 정부가 지정한 글로벌 혁신특구 3곳 가운데 2곳(포항, 칠곡)을 선점하는 기염을 토했다. 경북도는 이들 두곳과 안동 특구에 총 690억원의 재원을 투입, 인프라 구축과 더불어 전방위적 실증 사업을 지원할 방침이다. 

안동, 대마산업 고도화 ‘글로벌 바이오 허브’ 눈앞에

안동의 ‘산업용 대마 규제자유특구’ 지정은 이제까지 추진해 온 칸나비디올(CBD) 성분 중심의 실증 단계를 넘어, 전 세계적으로 수요가 급증하고 있는 미량 칸나비노이드(CBG, CBC, CBN) 기반의 고부가가치 의약품 원료 추출 및 제조에 집중할 수있게 됐다. 이곳에는 총 296억 원이 투입된다. 

경북도는 그동안 대마의 산업적 활용이 엄격히 금지되어 소아 뇌전증 치료제 등 관련 의약품을 전량 수입에 의존해 왔던 의약품 원료를 국산화하고, 대마 재배부터 스마트팜, GMP 원료의약품 제조시설, CDMO(위탁개발생산) 시설까지 아우르는 ‘전주기 바이오 선순환 생태계’를 안동에 완성한다는 계획이다. 특히, 습니다. 기존의 CBD(칸나비디올) 성분 제한을 넘어 미량 성분까지 실증할 수 있게 됨으로써, 글로벌 기준에 맞춘 의료용 대마 기반 의약품 개발이 한층 더 고도화될 전망입니다.  

포항, 친환경 전기추진선박 해양 강국으로 간다~~

포항 중심의 ‘K-차세대 전기추진선박 글로벌 혁신특구’에는 197억 원의 사업비가 투입된다. 강화되는 글로벌 환경 규제에 발맞춰 노후 어선과 관공선을 친환경 전기추진 방식으로 개조하고 연안 해역에서 실증 운항을 진행한다.  

아울러 AI(인공지능) 기반의 배터리 안전성 검증 기술과 국제 표준 인증체계 마련을 동시에 추진한다. 특히 아이슬란드, 노르웨이 등 북유럽 선도국들과 해외 현지 실증 협력을 병행해 오는 2030년 30조 원 규모로 성장이 예상되는 글로벌 전기선박 시장 개척의 전초기지로 육성할 계획이다.  

칠곡, ‘모듈형 LSV 미래차’ 선도도시 발판 마련

칠곡 중심의 ‘수요특화 모듈형 LSV 글로벌 혁신특구’ 역시 197억 원이 투자돼 맞춤형 미래 모빌리티 시장 선점에 나선다. 최고 시속 40㎞ 이하의 저속 전기차량(LSV) 플랫폼에 관광, 물류, 산업, 교통약자 이동 등 다양한 목적에 맞는 차실(모듈)을 자유롭게 결합해 운행하는 차세대 생산 체계를 실증한다.  

국내 실증은 물론, 미국 크렘슨대학교 자동차연구센터(CU-ICAR) 등 북미 현지 기관과의 협업을 통해 해외 실증 및 인증을 확보하고, 글로벌 모빌리티 시장 진출 기반을 확고히 다진다는 복안이다.

이철우, "경북이 세상을 완전히 바꾼다" 

이철우 경상북도지사는 "과거 유럽의 산업혁명과 미국의 빅테크 시대를 넘어 이제 새로운 시대가 오고 있다"며 "우리 경북이 잘할 수 있는 분야를 선제적으로 준비해야 한다"고 강조했다.

이 지사는 특히 규제 완화와 기업 지원에 목소리를 높였다. 안동 대마 특구와 관련해 "그동안 식약처의 과도한 규제로 '규제강화특구'라는 오명이 있었으나, 이제는 실질적인 의료용 의약품 및 고부가가치 식품 산업의 왕국으로 키우겠다"고 밝혔다. 이어 칠곡의 맞춤형 자동차 개조 실증 사업과 포항의 이산화탄소 저감 친환경 선박 기술 개발을 언급하며, "경북에 투자한 기업들이 절대 손해 보지 않고 대박이 날 수 있도록 전폭적으로 지원하겠다"고 약속했다.

포항 박용선 시장을 소개하는 대목에서는 기술력의 경북을 강조했다. 그는 “800조니 뭐니 조단위 소리가 하도 나와 몇 백억 몇천억을 가지고 브리핑까지 하느냐고 반문할 수 있겠지만, 앞으로 시대는 기술이 선도하는 시대”라고 강조하고 “박용선 시장과 같은 기술력의 이공 출신들과 (3대 특구를 통해) 수십 수백조를 뛰어넘는 시대가 올 것”이라고 말했다.

특히 그는 “경상북도가 세상을 완전히 바꿀 것”이라고 확신하면서 “경북의 규제자유특구는 단순한 규제 완화를 넘어 대마 기반 의약산업, 친환경 전기선박, 맞춤형 모빌리티 등 미래 산업 패러다임을 바꿀 혁신의 출발점이다. 과거 포항 배터리 특구가 대규모 기업유치와 고용 창출을 이끌어냈듯, 이번 신규 특구들이 지역 경제 활성화와 양질의 청년 일자리를 만들어내는 대한민국 지방시대의 위대한 이정표가 되도록 전폭 지원하겠다”고 거듭 강조했다.

이어진 단체장들의 세부 브리핑에서 권기창 안동시장은 안동 대마 산업이 의료용으로 발전하기까지의 역사적 과업을 설명하며, "여전히 대마가 마약이라는 틀에 갇혀 있지만, 실질적인 규제 자유화를 통해 안전법을 제정하고 안동에서 생산된 제품이 세계로 뻗어나갈 수 있도록 교두보를 확보하겠다"고 말했다.

박용선 포항시장은 지역 간 상생과 에너지 자치권을 강조했다. 박 시장은 "도내 지자체 간 소모적 경쟁을 지양하고 경북 전체가 똘똘 뭉쳐야 한다"며, 수도권 집중을 깨고 대기업을 유치하기 위해 "산업용 전기요금 결정 권한을 광역자치단체장에게 이양해야 한다"고 주장했다.

김재욱 칠곡군수는 맞춤형 모빌리티 시장 선점 계획을 밝혔다. 김 군수는 "내연기관이 사라지는 트렌드에 맞춰 산업용·레저용 저속 전기자동차(LSV)의 중심으로 도약하겠다"며, "대구와 구미의 중간에 위치한 지리적 이점을 살려 약 30만 평 규모의 산업단지를 조성하고, 미국 현지 실험 및 글로벌 인증 시스템을 구축해 기업들의 해외 진출을 돕겠다"고 포부를 밝혔다.

경상북도는 이번 글로벌 자격 특구 및 규제자유특구 지정을 계기로 참여 기업들과의 협업을 한층 강화하는 한편, 실질적인 실증 실험을 통해 가시적인 성과를 조기에 도출한다는 방침이다.

Following final deliberation and approval by the government (Office of Government Policy Coordination and Ministry of SMEs and Startups), a total of three new special zones have been designated in the North Gyeongsang region. 19.7 billion won in project funding will be invested in the ‘K-Next-Generation Electric Propulsion Vessel Global Innovation Special Zone’ centered in Pohang. In line with strengthening global environmental regulations, aging fishing vessels and government ships will be converted to eco-friendly electric propulsion systems, and demonstration operations will be conducted in coastal waters.

In addition, the project will simultaneously pursue the development of AI-based battery safety verification technology and an international standard certification system. In particular, by collaborating on overseas field demonstrations with leading Nordic countries such as Iceland and Norway, the plan is to cultivate the area as a forward base for pioneering the global electric vessel market, which is expected to grow to 30 trillion won by 2030.

Chilgok Lays the Foundation to Become a Leading City for ‘Modular LSV Future Vehicles’

The ‘Demand-Specific Modular LSV Global Innovation Special Zone,’ centered in Chilgok, will also receive an investment of 19.7 billion won to secure a leading position in the customized future mobility market. The project will demonstrate a next-generation production system that operates by freely combining modular cabins tailored to various purposes—such as tourism, logistics, industry, and mobility for the disabled—on a low-speed electric vehicle (LSV) platform with a maximum speed of 40 km/h or less.

The plan is to secure overseas demonstrations and certifications through collaboration with local North American institutions, such as the Center for Automotive Research (CU-ICAR) at Clemson University in the U.S., in addition to domestic demonstrations, thereby firmly establishing a foundation for entering the global mobility market.

Gyeongsangbuk-do Governor Lee Cheol-woo emphasized, "Beyond the past European Industrial Revolution and the era of Big Tech in the U.S., a new era is now dawning," adding, "We must proactively prepare for the sectors in which Gyeongbuk excels."

Governor Lee particularly raised his voice regarding deregulation and corporate support.
