해양경찰청은 10일 북태평양 공해상에서 불법·비보고·비규제(IUU) 조업 감시와 단속을 수행하기 위해 3천톤급 경비함정을 파견한다고 밝혔다. 지난해에 이어 2년 연속 실시되는 공해상 감시 임무로, 국제 수산질서 확립과 해양자원 보호를 위한 활동이다.

이날 오전 동해해양경찰서 전용부두에서는 이종욱 동해지방해양경찰청장 전담직무대리를 비롯한 주요 지휘관들이 참석한 가운데 출항 행사가 열렸다. 지휘부는 장기간 원해 항해에 나서는 승조원들을 격려하며 안전한 임무 수행을 당부했다.

3018함은 오는 14일부터 북태평양 수역에 진입해 원양어선이 집중적으로 조업하는 해역을 중심으로 감시 활동을 펼친다. 해양경찰청은 첨단 해양영역인식(K-MDA) 시스템을 활용해 선박 위치신호와 위성영상을 분석, 집중 감시구역을 선정했으며 현장 승선검색을 통해 북태평양수산위원회(NPFC)의 보전·관리 규칙 준수 여부를 확인할 계획이다.

지난해 첫 공해상 순찰에서는 5척을 검문해 모두 11건의 위반 사항을 확인했으며, 이 가운데 4건은 관계기관에 통보하고 7건은 현장에서 시정 조치했다.

올해 임무는 국제 공조도 한층 강화된다. 해양경찰청은 처음으로 'KCG 쉽라이더(Shiprider)' 프로그램을 운영해 미국 해안경비대(USCG) 직원이 3018함에 함께 승선한다. 양국은 공동 항해와 불법조업 감시를 수행하고, 미국 알래스카 더치하버에 기항해 유류 등 병참을 보급하는 한편 실무 협의를 진행할 예정이다.

해양경찰은 이번 공동 임무를 계기로 원해 작전 경험을 공유하고 국제 협력 체계를 더욱 강화한다는 방침이다.

3018함은 약 20일간의 항해를 마친 뒤 오는 30일 동해해양경찰서 전용부두로 귀항할 예정이다.

장인식 해양경찰청장 직무대행은 "이번 북태평양 순찰은 단순한 해양 법집행을 넘어 미래 세대에 물려줄 바다의 지속 가능성을 지키고 국익을 확대하는 의미 있는 여정"이라며 "앞으로도 원해작전 능력을 지속적으로 강화하고 국제사회에서 책임 있는 역할을 수행하겠다"고 말했다.

International cooperation will also be significantly strengthened for this year's mission. For the first time, the Korea Coast Guard is operating the 'KCG Shiprider' program, with U.S. Coast Guard (USCG) personnel boarding the Vessel 3018. The two countries will conduct joint navigation and monitor illegal fishing, and plan to call at Dutch Harbor in Alaska to resupply logistics, including fuel, while also holding working-level consultations.

Vessel 3018 will enter the North Pacific waters on the 14th and conduct surveillance activities. The Korea Coast Guard plans to use this joint mission as an opportunity to share open-sea operational experience and further strengthen international cooperation systems.

The vessel 3018 is scheduled to return to the exclusive dock of the East Sea Coast Guard Station on the 30th after completing a voyage of approximately 20 days.
