【브레이크뉴스 경북 】이성현 기자=대기 상하층을 뒤덮은‘이중 열돔’의 영향으로 대구·경북 전역이 거대한 가마솥으로 변했다. 올해 새로 도입된 최상위 특보인 ‘폭염 중대경보’가 경북 경산과 포항에 사상 최초로 발령되면서 도정 전반에 비상이 걸렸다.  

기상청은 12일 오전 10시를 기해 경북 경산시와 포항시에 폭염 중대경보를 발표했다. 2008년 폭염특보제가 도입된 이후 18년 만에 신설된 최고 단계 특보가 실제 발효된 것은 이번이 처음이다.  

최고 39.9도 ‘극한 더위’…도로 부서지고 온열질환 속출

폭염 중대경보는 일 최고 체감온도가 38도 이상이거나 최고기온이 39도 이상인 상태가 하루 이상 지속될 것으로 예상될 때 내려진다. 실제로 이날 경산 지역의 기온이 최고 39.9도까지 치솟는 등 경북 전역이 40도에 육박하는 극단적인 기상 조건을 기록했다. 대구와 경주가 37도, 구미가 36도 등 경북 대부분 지역에도 일제히 폭염경보와 주의보가 엄습했다.

극한의 열기가 이어지면서 현장의 피해와 시민 불편도 심화되고 있다. 고령층이 밀집한 농촌 지역의 논·밭 작업자와 건설 현장 옥외 근로자를 중심으로 열탈진 및 열사병 환자가 가파르게 늘고 있어 보건당국이 모니터링을 강화했다. 

포항과 경산 일대에서는 강력한 복사열로 인해 6차선 도로 일부가 솟구치거나 부서지는 현상이 발생해 긴급 보수 작업과 살수차가 투입됐다.

내륙 농가의 가축 폐사 위험이 커진 것은 물론, 동해안 연안 수온 상승에 따른 양식장 물고기 집단 폐사 우려도 깊어지고 있다. 기상청은 고온다습한 북태평양고기압과 티베트고기압이 한반도 상공을 겹겹이 에워싸는 전형적인 '열돔 현상' 때문에 이 같은 극한 더위가 발생했다고 설명했다. 기상청 등에 따르면 당분간 밤사이 최저기온이 25도를 웃도는 열대야 현상도 매일 이어질 전망이다.

위기단계 ‘심각’ 격상…정부·경북도 범정부 총력전

더위가 도민의 생명을 위협하는 수준에 이르자 정부와 경북도는 대응 수위를 최고조로 끌어올렸다. 경북도는 위기경보 단계를 즉각 ‘경계’에서 ‘심각’으로 격상하고 재난안전대책본부 비상 1단계를 가동했다. 중대경보 직격탄을 맞은 포항과 경산은 즉시 비상 2단계로 확대 전환했다.

행정안전부는 상황관리관을 현장에 긴급 파견해 밀착 지휘에 나섰다. 이날 오전 11시 경산시청에서 행안부 자연재난실장 주재의 긴급 점검회의가 열린 데 이어, 황명석 경북도 행정부지사 주재로 시·군 부단체장 대상 긴급 대책회의가 잇따라 소집됐다.  

경북도는 시·군에 다음과 같은 ‘생존을 위한 긴급조치’를 하달하고 철저한 이행을 당부했다. 옥외·농작업 즉시 중단: 재난 구조 등 필수 목적 외의 모든 옥외 건설 작업과 야외·고온 실내환경에서의 농작업을 전면 중단하도록 조치했다.  

무엇보다 독거노인과 노숙인 등 취약계층 보호를 위해 도내 무더위쉼터의 운영시간을 야간과 주말까지 연장하고 냉방비 지원을 확충하고, 자율방재단과 안부 전화 등 취약계층의 안전을 상시로 확인하고, 도로 열기를 식히기 위한 전방위적 살수 작업을 이어간다는 방침이다. 

이미선 기상청장은 대국민 브리핑을 통해 "이번 폭염 중대경보 첫 발표는 건강한 사람에게도 온열질환이나 사망 등 중대한 피해를 줄 수 있는 위험이 눈앞에 다가왔다는 뜻"이라며 즉각적인 야외활동 중단을 강력히 권고했다.  

황명석 경북도 행정부지사 역시 "사상 처음 맞닥뜨리는 위기인 만큼 가용할 수 있는 행정력을 총동원해 인명 피해를 막겠다"라며 "도민들께서도 한낮 야외활동을 일절 자제하고 충분한 수분을 섭취하는 등 행동요령을 철저히 준수해 달라"고 거듭 강조했다.

North Gyeongsang Province immediately elevated the crisis alert level from ‘Caution’ to ‘Severe’ and activated Emergency Level 1 of the Disaster and Safety Countermeasure Headquarters. Pohang and Gyeongsan, which were directly hit by the severe alert, immediately expanded their response to Emergency Level 2.

The Ministry of the Interior and Safety urgently dispatched a situation manager to the site to take close command.
