달성군은 '2026년 지방세입 체납관리단'을 본격 운영하며 조세 정의 실현과 복지 연계 기능을 함께 강화한다고 밝혔다.

체납관리단은 지난 8일 대구시청 산격청사에서 열린 발대식을 시작으로 활동에 들어갔다. 올해 처음 도입된 이 제도는 체납 실태 조사와 납부 안내는 물론, 생활이 어려운 체납자의 복지 위기 여부를 확인해 필요한 복지서비스를 연계하는 데 초점을 맞추고 있다.

군에 따르면 2025년 결산 기준 달성군의 지방세 체납액은 216억원, 세외수입 체납액은 119억원이다. 군은 현장 중심의 체납 관리체계를 구축해 징수 효율성을 높인다는 계획이다.

이를 위해 지난 6월 기간제근로자 12명을 선발했으며, 직무 및 개인정보 보호 교육을 마친 뒤 오는 11월까지 약 4개월간 현장 조사와 체납 관리 업무를 수행한다. 달성군은 올해를 시작으로 2029년까지 매년 인력을 확대 채용해 모두 120명 규모의 체납관리단을 운영할 예정이다.

체납관리단은 체납 유형에 따라 차별화된 방식으로 업무를 추진한다. 고의·상습 체납자에 대해서는 관련 절차에 따라 체납 처분을 강화하고, 일시적인 경제적 어려움으로 세금을 납부하지 못한 생계형 체납자에게는 분할 납부와 체납처분 유예 제도 등을 안내할 계획이다.

또한 현장 조사 과정에서 긴급 복지 지원이 필요한 가구가 확인되면 군 복지부서와 연계해 필요한 지원이 이뤄질 수 있도록 협력체계를 운영한다.

달성군은 이번 사업을 통해 지방세입 징수율을 높이는 것은 물론 공공 일자리 창출과 복지 사각지대 해소에도 도움이 될 것으로 기대하고 있다.

최재훈 달성군수는 "체납관리단은 단순한 세금 징수를 넘어 복지 위기 가구를 조기에 발견하고 필요한 지원으로 연결하는 역할도 수행하게 된다"며 "조세 정의를 확립하는 동시에 어려움을 겪는 군민에게 실질적인 도움을 제공해 촘촘한 복지 안전망을 구축해 나가겠다"고 말했다.

To this end, 12 fixed-term workers were selected last June. After completing job training and personal information protection, they will carry out field investigations and delinquent tax management duties for approximately four months until this coming November. Starting this year, Dalseong-gun plans to expand its workforce annually until 2029, operating a Delinquent Tax Management Team with a total size of 120 personnel.

The Delinquent Tax Management Team will carry out its duties in a differentiated manner depending on the type of delinquency. For intentional and habitual delinquents, enforcement measures will be strengthened in accordance with relevant procedures. Conversely, for livelihood delinquents unable to pay taxes due to temporary economic hardship, the team plans to provide guidance on installment payments and deferral of enforcement measures.

Furthermore, if households requiring urgent welfare support are identified during field investigations, a cooperative system will be operated in coordination with the county's welfare department to ensure that necessary assistance is provided.

Dalseong-gun expects that this project will not only increase the local tax revenue collection rate but also contribute to the creation of public jobs and the elimination of welfare blind spots. Dalseong County Governor Choi Jae-hoon said, "The Delinquency Management Team will go beyond simple tax collection to play a role in early detection of households in welfare crisis and connecting them to necessary support," adding, "We will establish tax justice while providing practical assistance to residents facing difficulties, thereby building a comprehensive welfare safety net."
