경북도는 지난 15일 문경시 일원에서 'AI 기반 경북형 주민대피시스템'을 활용한 현장훈련을 진행했다고 밝혔다. AI 기술을 접목한 주민대피시스템을 실제 재난 상황에 적용한 현장훈련은 전국에서 처음이다.

이번 훈련은 올해 상반기 구축을 마친 경북형 주민대피시스템의 운영 효과를 검증하고, 집중호우 발생 시 현장 대응 능력을 높이기 위해 마련됐다. 훈련에는 도내 22개 시·군 재난 담당 공무원과 시범마을 주민 등 200여 명이 참여했다.

훈련은 문경시 산북면 가좌리와 동로면 수평2리 등 인명피해 우려지역으로 지정된 2개 시범마을에서 동시에 진행됐다. 일강우량 80㎜, 누적강우량 300㎜의 집중호우 상황을 가정해 주민 91명과 마을순찰대원 12명이 직접 대피 절차를 수행했으며, 도와 시·군 공무원 100여 명은 산북면 행정복지센터에 마련된 상황실에서 훈련 과정을 실시간으로 모니터링했다.

이날 훈련에서는 ▲AI콜 ▲대피콜 ▲마을순찰대 전용 애플리케이션 ▲실시간 모니터링 등 경북형 주민대피시스템의 핵심 기능을 실제 상황에 맞춰 운영했다.

주민들은 AI 음성전화를 통해 대피 안내를 받은 뒤 지정된 대피소로 이동하고, 대피콜을 이용해 안전하게 대피를 완료했음을 확인했다. 마을순찰대는 전용 앱으로 주민들의 대피 현황을 실시간 확인하면서 미대피 주민에게는 전화와 현장 방문을 통해 신속한 대피를 유도했다.

경북도는 전용 앱을 활용해 주민 대피 여부를 실시간으로 확인할 수 있게 되면서 기존보다 대피 확인 시간을 단축하고 현장 대응의 효율성을 높일 수 있을 것으로 기대하고 있다.

상황실에서는 두 시범마을의 대피 상황을 실시간으로 확인하며 시스템 운영 과정을 점검했으며, 도내 22개 시·군은 이번 훈련 결과를 바탕으로 47개 시범마을에서 자체 훈련을 이어갈 계획이다.

이철우 경북도지사는 "재난 대응에서 가장 중요한 것은 골든타임을 확보해 주민을 신속하게 안전한 곳으로 대피시키는 것"이라며 "AI 기반 주민대피시스템과 마을순찰대 운영을 통해 어떠한 재난 상황에서도 도민의 생명을 보호할 수 있는 대응체계를 지속적으로 강화해 나가겠다"고 말했다.

North Gyeongsang Province announced that it conducted a field training exercise utilizing the "AI-based North Gyeongsang Resident Evacuation System" in the Mungyeong area on the 15th. This marks the first time in the nation that a field training exercise applying an AI-integrated resident evacuation system to an actual disaster situation has been conducted.

This training was organized to verify the operational effectiveness of the North Gyeongsang Resident Evacuation System, which was completed in the first half of this year, and to enhance on-site response capabilities in the event of torrential rains. Approximately 200 people participated in the training, including disaster management officials from 22 cities and counties within the province and residents of pilot villages.

The training was conducted simultaneously in two pilot villages designated as areas at risk of casualties: Gajwa-ri in Sanbuk-myeon and Supeong 2-ri in Dongro-myeon, both located in Mungyeong-si. Assuming a torrential downpour scenario with a daily rainfall of 80 mm and a cumulative rainfall of 300 mm, 91 residents and 12 village patrol members carried out evacuation procedures firsthand, while approximately 100 provincial and city/county officials monitored the training in real-time from a situation room set up at the Sanbuk-myeon Administrative Welfare Center.

During the drill, key functions of the Gyeongbuk-style resident evacuation system—including AI calls, evacuation calls, a dedicated village patrol application, and real-time monitoring—were operated in a manner suited to a real-world situation.

Residents received evacuation guidance via AI voice calls, moved to designated shelters, and confirmed that they had safely completed their evacuation using the evacuation call function. Village patrol members monitored the evacuation status of residents in real-time using a dedicated app, guiding residents who had not yet evacuated to evacuate promptly through phone calls and on-site visits.

Gyeongbuk Province expects that utilizing the dedicated app to verify resident evacuation status in real-time will shorten the time required for verification and enhance the efficiency of on-site response compared to the past. The situation room monitored the evacuation status of the two pilot villages in real time and checked the system's operation process. Based on the results of this drill, the 22 cities and counties in the province plan to continue their own training in 47 pilot villages.

North Gyeongsang Governor Lee Cheol-woo stated, "The most important aspect of disaster response is securing the 'golden time' to quickly evacuate residents to safe places." He added, "We will continue to strengthen our response system to protect the lives of residents in any disaster situation through the operation of AI-based resident evacuation systems and village patrol teams."
