【브레이크뉴스 구미】이성현 기자=구미시가 보건복지부가 실시한 '2025~2026년 겨울철 복지위기가구 발굴·지원 평가'에서 우수기관으로 선정돼 보건복지부 장관 표창을 받았다.
이번 수상은 지난 2023년 장관 표창에 이어 두 번째로, 위기가구를 조기에 발굴하고 지원하는 복지체계 운영 성과를 다시 한번 인정받은 결과다.
보건복지부는 지난해 발표한 겨울철 복지위기가구 발굴·지원 대책에 따라 전국 243개 지방자치단체를 대상으로 복지 사각지대 발굴 실적과 지원 체계, 지자체의 자체 추진 노력 등을 종합적으로 평가했다. 구미시는 최종 우수기관으로 선정된 전국 23개 지자체에 포함됐다.
구미시는 겨울철 한파에 취약한 가구를 대상으로 현장 방문을 확대해 건강 상태와 난방 여건 등을 점검하며 맞춤형 복지서비스를 연계해 왔다. 이와 함께 민관 협력을 기반으로 위기가구를 상시 발굴할 수 있는 체계를 구축하는 데도 힘을 기울였다.
대표 사업으로는 전입신고 과정에서 복지 수요를 확인하는 '우리동네 복지체크인', 위기가구를 제보한 시민에게 포상하는 '복지위기가구 신고포상금 제도', 모바일 상담창구인 '구미희망톡' 등이 운영되고 있다. 이를 통해 시민 참여를 확대하고 위기가구를 보다 신속하게 발굴·지원하는 시스템을 마련했다.
디지털 기술을 활용한 복지서비스도 확대하고 있다. 행정안전부 공모사업에 2년 연속 선정되면서 구축한 '구미 AI 온(溫)케어'는 인공지능 안부전화와 모바일 애플리케이션을 연계해 취약계층의 안부를 상시 확인하고 있다. 또한 고립 위험이 높은 주민에게 안부 확인과 함께 생필품을 전달하는 '안부살핌소포 우편서비스'도 운영하며 사회적 고립 예방에 나서고 있다.
김장호 구미시장은 "이번 수상은 복지 사각지대 해소를 위해 행정과 지역사회가 함께 노력한 결과"라며 "앞으로도 첨단 기술과 지역사회 협력체계를 활용해 도움이 필요한 시민을 선제적으로 발굴하고, 필요한 복지서비스를 적기에 제공하는 촘촘한 복지안전망을 구축해 나가겠다"고 말했다.

Gumi City was selected as an outstanding institution in the "2025–2026 Evaluation of Identifying and Supporting Welfare-Crisis Households During Winter" conducted by the Ministry of Health and Welfare, and received a commendation from the Minister of Health and Welfare.

Based on the measures for identifying and supporting welfare-crisis households during winter announced last year, the Ministry of Health and Welfare comprehensively evaluated 243 local governments nationwide based on their performance in identifying welfare blind spots, support systems, and their own initiatives. Gumi City was included among the 23 local governments nationwide selected as final outstanding institutions.
Gumi City has expanded on-site visits to households vulnerable to winter cold waves to inspect their health status and heating conditions, and has linked them with customized welfare services. In addition, the city has devoted efforts to establishing a system capable of identifying crisis households on an ongoing basis through public-private cooperation. Representative initiatives currently in operation include "Our Neighborhood Welfare Check-in," which verifies welfare needs during the residency registration process; the "Welfare Crisis Household Reporting Reward System," which rewards citizens who report households in crisis; and "Gumi Hope Talk," a mobile counseling service. Through these initiatives, a system has been established to expand citizen participation and more quickly identify and support households in crisis.
Welfare services utilizing digital technology are also being expanded. "Gumi AI On-Care," established after being selected for a public competition project by the Ministry of the Interior and Safety for two consecutive years, links AI-powered welfare calls with a mobile application to constantly monitor the well-being of vulnerable groups. Additionally, the "Well-being Check Parcel Service" is being operated to prevent social isolation by delivering daily necessities along with welfare checks to residents at high risk of isolation.
Gumi Mayor Kim Jang-ho said, "This award is the result of the joint efforts of the administration and the local community to resolve welfare blind spots," adding, "We will continue to build a dense welfare safety net by utilizing advanced technology and a local community cooperation system to proactively identify citizens in need and provide necessary welfare services in a timely manner."
