박 의원은 23일 「군 공항 이전 및 지원에 관한 특별법 일부개정법률안」과 「대구경북통합신공항 건설을 위한 특별법 일부개정법률안」을 발의했다고 밝혔다.
이번 개정안의 핵심은 지금까지 국가가 군 공항 이전사업을 ‘지원할 수 있다’고만 규정하던 것을 ‘지원해야 한다’로 바꿔 의무 규정으로 명확히 하는 데 있다. 국가 재정 지원이 확실해지면 토지보상과 기본설계 등 사업 초기 절차를 보다 빠르게 추진할 수 있다는 설명이다.
또 지방자치단체가 미리 투입한 토지보상비와 설계비 등 사업비를 국가가 반드시 보전하도록 했다. 이를 통해 지방정부의 재정 부담을 줄이고, 사업 추진 과정에서 생길 수 있는 재원 문제도 줄일 수 있을 것으로 기대된다.
경상북도를 통합신공항 이전사업의 공동시행자로 명시해 추진체계와 재정 기반도 더욱 강화한다.
아울러 이전지역 주민 보호를 위한 소음 저감 대책과 이주민 지원도 법적 의무로 규정했다. 국가와 사업시행자가 소음 저감 방안, 비행계획, 소음대책사업, 이주 정착 및 생활안정 지원을 반드시 추진하도록 한 것이다.
공항 주변 개발 촉진을 위한 특례도 마련했다. 통합신공항 주변 개발예정지역을 자유무역지역 예정지로 지정할 수 있도록 해 기업투자와 물류산업 유치를 유도하고, 공항경제권 조성에도 속도를 낼 계획이다.
또 종전 군공항 부지 개발로 발생하는 개발이익 일부를 이전지역의 소음대책 사업 재원으로 활용하도록 해 개발이익이 이전지역에 환원될 수 있도록 했다.
박 의원은 “통합신공항은 대구·경북의 미래 성장동력이자 국가 균형발전을 위한 핵심 사업”이라며 “국가 책임을 분명히 하고 이전지역 주민 보호를 대폭 강화해 사업이 차질없이 추진되도록 제도적 기반을 갖추겠다”고 강조했다.
한편 이번 개정안이 실제 시행되려면 앞으로 국회 심의와 의결 과정을 거쳐야 한다. 국가 지원 의무화에 따라 국비 부담이 늘어날 경우 재원 조달 방식과 다른 군공항 이전사업과의 형평성 문제 등이 국회 논의에서 쟁점이 될 전망이다.

Meanwhile, for this amendment to actually be implemented, it must go through the process of deliberation and resolution by the National Assembly. If the burden of state funding increases due to the mandatory state support, issues such as financing methods and equity with other military airport relocation projects are expected to become points of contention during the National Assembly's discussions.
