달성군은 구지면의 읍 승격이 확정됨에 따라 기존 ‘6개 읍·3개 면’ 체제에서 ‘7개 읍·2개 면’ 체제로 개편된다고 23일 밝혔다. 이는 유가·옥포·현풍면이 읍으로 전환된 2018년 이후 8년 만의 승격이다.
이번 승격으로 달성군은 전국 226개 기초지방자치단체 가운데 가장 많은 읍을 보유한 지자체가 됐다.
구지면 읍 승격은 지난 3월 개정된 ‘행정구역 조정업무 처리 규칙’이 처음 적용된 사례다. 개정 규칙에 따라 외국인과 외국국적 동포를 포함한 거주 인구가 2만 명을 넘고, 도시적 산업 종사 가구와 시가지 구성지역 인구 비율 등 관련 기준을 충족하면 읍 승격이 가능하다.
구지면은 2025년 말 기준 인구 2만1221명을 기록했으며, 도시적 산업 종사 가구 비율과 시가지 구성지역 인구 비율도 법적 기준인 40% 이상을 충족해 승격 요건을 모두 갖췄다.
특히 대구국가산업단지 조성과 대규모 공동주택 입주, 외국인 근로자 유입 등이 인구 증가를 이끌며 지역 규모 확대에 영향을 미쳤다.
달성군은 변화하는 지역 여건에 맞춰 주민 의견과 군의회 의견을 수렴한 뒤 지난해 6월과 올해 3월 두 차례에 걸쳐 행정안전부에 읍 승격을 건의했다. 이후 관련 절차를 거쳐 최종 승인을 받게 됐다.
군은 앞으로 자치법규 정비와 행정 안내시설 개선 등을 추진하고, 오는 9월 말 조례 공포와 함께 구지읍을 공식 출범할 예정이다.
최재훈 달성군수는 "구지면의 읍 승격은 대구국가산업단지를 중심으로 한 지역 성장과 주민들의 노력이 만들어낸 의미 있는 성과"라며 "새로운 행정 위상에 걸맞은 복지와 생활 인프라를 확충해 구지읍을 산업과 정주 환경이 조화를 이루는 지역 거점으로 발전시키겠다"고 말했다.
