경북교육청은 24일 ‘초연결학교 경북학교’ 비전을 발표하고, 학교와 학교, 교사와 학생, 지역사회를 하나의 교육망으로 연결하는 체제를 단계적으로 구축하겠다고 밝혔다.
이번 정책은 학생 수 감소로 인해 소규모 학교가 또래 교류나 교원 확보, 다양한 교육과정 운영에 어려움을 겪는 상황에서 기존의 학교 통폐합 중심 대응을 넘어, 학교 간 연결을 통해 교육 경쟁력을 높이겠다는 취지다.
이에 따라 교육청은 학생, 교사, 교육과정, 교육자원을 연결하는 4대 초연결 전략을 추진한다.
학생들은 ‘온라인 이음교실’에서 화상수업을 듣거나, 학교 간 공동 프로젝트, 권역별 합동 체육대회와 축제 등 ‘반짝 이음학교’ 프로그램을 통해 다양한 또래와 어울릴 수 있을 전망이다.
교사 역시 권역별 거점학교에 구축되는 ‘이음 스튜디오’를 활용해 실시간 원격수업을 진행하고, ‘이음 교사제’를 통해 전문 교사와 수업을 나누게 된다. 또 온라인 교무실을 운영하며, 수업 자료 및 우수 사례를 함께 개발하고 활용할 계획이다.
교육과정도 한층 다양해진다. 공동교육과정을 통합·확대한 ‘아우름 교육과정’을 운영하고, 기존 학교에서 개설이 어려웠던 과목은 ‘경북온라인학교’를 통해 들을 수 있게 된다. 농어촌 공동교육과정과 대안교육, 학교 밖 교육과정도 확대하며 대학과 연계한 학점 인정도 추진해 학생들의 과목 선택권과 진로 설계 기회를 넓힌다는 방침이다.
이와 함께 지역 산업 전문가, 문화예술인, 대학 연구자 등이 참여하는 ‘마을명장 이음 멘토링’을 운영하고, 체험기관과 마을학교 등도 하나의 플랫폼으로 연계하는 ‘이음 하이패스’, 대학·기업·연구기관이 함께하는 권역별 이음 클러스터 구축도 이뤄진다.
경북교육청은 올해 시범 권역을 선정해 온라인 공동수업과 교육 프로그램을 우선 운영하고, 이후 경북온라인학교 및 통합 교육 플랫폼 구축을 거쳐 사업을 도내 전역으로 확대할 계획이다.
임종식 경북교육감은 “초연결학교는 학교의 담장을 허물고 다양한 교육자원을 엮어 학생들에게 더 넓은 배움의 기회를 제공하는 새로운 혁신 모델”이라며 “모든 학생이 지역적 여건과 상관없이 원하는 배움을 이어갈 수 있도록 정책이 현장에 안정적으로 자리 잡을 수 있도록 하겠다”고 말했다.

Teachers will also conduct real-time remote classes using the ‘Ieum Studio’ established at regional hub schools and share teaching responsibilities with specialized teachers through the ‘Ieum Teacher System.’ Additionally, plans include operating an online teachers' office to jointly develop and utilize teaching materials and best practices.
The curriculum will also become significantly more diverse. The ‘Aureum Curriculum,’ which integrates and expands the joint curriculum, will be implemented, and subjects that were difficult to offer at traditional schools will be available through the ‘Gyeongbuk Online School.’ The policy also aims to broaden students’ subject selection options and career planning opportunities by expanding joint curriculums for rural and fishing communities, alternative education, and out-of-school programs, as well as promoting credit recognition in partnership with universities. In addition, the ‘Village Master Ieum Mentoring’ program, involving local industry experts, cultural and artistic figures, and university researchers, will be operated. Furthermore, the ‘Ieum High Pass’ system, which links experience institutions and village schools into a single platform, will be implemented, along with the establishment of regional Ieum clusters involving universities, businesses, and research institutes.
The Gyeongbuk Office of Education plans to select pilot regions this year to prioritize the operation of online joint classes and educational programs. Subsequently, the project will be expanded throughout the province following the establishment of the Gyeongbuk Online School and an integrated education platform.
Gyeongbuk Superintendent of Education Lim Jong-sik stated, “The ‘Hyper-connected School’ is a new innovative model that breaks down school walls and weaves together diverse educational resources to provide students with broader learning opportunities.” He added, “We will ensure that this policy is stably established in the field so that all students can continue the learning they desire, regardless of regional circumstances.”
