【브레이크뉴스 구미】진예솔 기자= 국민의힘 강명구 국회의원(경북 구미시을)이 미성년자의 무인점포 소액 절도 범죄를 막고 무인점포의 방범 체계를 강화하기 위한 ‘무인점포 보안 강화법’(유통산업발전법 일부개정법률안)을 대표 발의했다.

강 의원은 27일, 최근 인건비 상승과 비대면 소비 확산으로 무인점포가 빠르게 늘어나면서, 상주 인력이나 보안 시설이 부족한 매장을 중심으로 소액 절도 사건이 이어지고 있다고 설명했다. 특히 무인점포를 주로 이용하는 이들이 청소년인 만큼, 순간의 실수로 형사사건에 연루되는 경우가 잦고, 일각에서는 ‘합의금 장사’ 논란도 불거지고 있다고 덧붙였다.

현재 법에서는 무인점포의 관리·운영이나 방범시설 설치에 대한 규정이 없어, 사업주에게 범죄 예방을 위한 최소한의 안전 조치를 의무화하기 어려운 상황이다.

이번 개정안은 무인점포의 법적 정의를 새롭게 마련하고, 사업주가 범죄 예방을 위한 안전 관리 조치를 갖추도록 하는 내용을 담았다. 구체적으로는 신용카드 출입 인증 장치나, 결제 이후에만 시설이나 물품을 이용할 수 있는 시스템(코인세탁기, 코인노래방, 자판기 등)을 설치하도록 해, 범죄를 사전에 예방하는 데 중점을 뒀다.

강 의원은 “절도는 어떤 경우에도 용납될 수 없는 범죄”라면서, “무인점포 이용자 중 상당수가 어린 학생인 만큼, 철없던 시절의 실수로 평생 절도범으로 낙인찍히는 일을 막을 필요가 있다”고 말했다.

이어 “범죄 발생 이후 처벌에만 기대기보다는, 사업자들이 기본적인 예방 시설을 갖춰 애초에 범죄를 줄여나가는 것이 사회적 비용 절감과 법익의 균형 차원에서 바람직하다”고 강조했다.

Representative Kang stated, "Theft is a crime that cannot be tolerated under any circumstances," adding, "Since a significant number of unmanned store users are young students, it is necessary to prevent them from being branded as thieves for life due to mistakes made during their immature years."
