우리복지시민연합은 28일 성명을 내고 “시의회가 개원한 지 한 달도 채 되지 않아 외유성 해외연수를 추진하는 것은 시민들을 기만하는 것”이라며, 대구시의회를 향해 즉각적인 연수 계획 중단을 촉구했다.

이 단체는 “최근 경기 침체와 고물가 속에 시민들의 삶이 점점 팍팍해지고 있는데, 시의회가 민생보다 해외연수를 우선 추진하는 것은 시민 정서와 크게 어긋난 일”이라고 비판했다. 이어 “공무국외연수 제도를 전면 재검토하고, 불필요한 해외연수는 반드시 폐지해야 한다”고 강조했다.

우리복지시민연합에 따르면, 대구시의회는 문화복지위원회와 건설교통위원회, 교육위원회 등 일부 상임위를 중심으로 9월 중순 일본, 베트남, 중국 등 아시아 국가 방문을 계획하고 있다.

단체 측은 “과거 지방의회의 해외연수가 실질적인 성과 없이 관광 위주로 진행돼 사회적 비판을 받았던 만큼, 이번에도 실효성과 필요성 면에서 시민들이 납득하기 어려울 것”이라며 “시민의 혈세는 해외여행이 아니라 민생과 복지, 그리고 지역 경제 회복에 먼저 사용돼야 한다”고 주장했다.

또 “대구 지역 일부 기초의회는 이미 시민 여론을 반영해 해외연수를 취소하거나 연기한 사례가 있다”며 “대구시의회 역시 시민 눈높이에 맞는 결정을 내려야 한다. 만일 연수를 강행한다면 시민의 거센 반발에 직면할 수 있다”고 경고했다.

이에 대해 대구시의회 관계자는 “현재 각 상임위원회별로 연수의 필요성과 방문 대상 등을 논의하는 단계일 뿐, 구체적인 일정이나 방문 기관 등은 아직 확정된 바 없다”고 밝혔다. 앞으로 각 위원회별로 세부 계획을 마련한 뒤, 공무국외출장 심사위원회 심의와 승인을 거칠 예정이라고 시의회는 설명했다.

In response, an official from the Daegu City Council stated, “Currently, each standing committee is merely at the stage of discussing the necessity of the trip and the destinations; specific schedules or visiting institutions have not yet been finalized.” The City Council explained that detailed plans will be prepared by each committee and then undergo deliberation and approval by the Public Official Overseas Travel Review Committee.
