대구시는 지난 30일 경북대학교 효석홀에서 ‘2026 앵커 대경권 릴레이 포럼’을 열고 5극3특 권역의 초광역 인재양성 모델과 협력 방안을 논의했다고 밝혔다.
이번 포럼은 교육부의 ‘지역성장 인재양성체계(앵커)’ 사업의 하나로 마련됐다. 지역 간 경계를 넘어 대학과 지자체, 산업계가 함께하는 초광역 협력체계를 구축하고 권역별 우수사례를 공유하기 위해 마련된 행사다.
교육부는 기존 지역혁신중심 대학지원체계(RISE)를 앵커체계로 개편하면서 대학과 지방자치단체를 넘어서는 광역 협력모델 구축을 핵심 정책으로 추진하고 있다.
이날 행사에는 대구시와 경상북도, 양 시·도 앵커센터를 비롯해 교육부, 지방시대위원회, 한국연구재단, 대구·경북 지역 대학 관계자 등 300여 명이 참석했다.
참석자들은 권역 내외 우수사례를 공유하고, 초광역 협업 모델과 실행 전략에 대해 의견을 나눴다.
포럼은 지방시대위원회의 기조강연을 시작으로 △대경권 초광역 협력계획 발표 △대구·경북 앵커사업 추진 성과와 우수사례 소개 △앵커체계 발전 방향과 권역 간 협력 확대 방안에 대한 종합토론 순으로 진행됐다.
행사와 함께 ‘앵커 우문현답’ 프로그램과 심층 컨설팅도 마련됐다. 대학과 산·학·연 전문가들은 사업 추진 과정에서의 애로사항과 개선 방안을 논의하며 현장 중심의 협력 방안을 모색했다.
대구시와 경상북도는 그동안 거점국립대 지원사업과 초광역 성장엔진 인재육성 공모사업 등을 함께 추진하며 대학 간 협력 기반을 확대해 왔다.
대구시는 앞으로도 경상북도와 교육부, 지역 대학 등과 협력을 강화해 지역 대학의 경쟁력을 높이고, 전략산업을 이끌 전문 인재를 양성하기 위한 초광역 협력체계를 지속적으로 확대할 계획이다.
이은아 대구시 대학정책국장은 “이번 포럼은 대구·경북이 앵커체계를 기반으로 초광역 협력의 가능성을 확인한 자리였다”며 “앞으로도 교육부와 경상북도, 지역 대학, 관계기관과 긴밀히 협력해 지역 혁신을 견인할 인재양성 기반을 더욱 강화해 나가겠다”고 말했다.

Daegu City, together with Gyeongsangbuk-do, has set out to establish a super-regional cooperation system to foster key talents who will lead the region's strategic industries.
Daegu City announced that it held the ‘2026 Anchor Daegu-Gyeongbuk Relay Forum’ at Hyoseok Hall of Kyungpook National University on the 30th, discussing super-regional talent development models and cooperation plans for the 5-Geuk 3-Teuk region.
This forum was organized as part of the Ministry of Education’s ‘Regional Growth Talent Development System (Anchor)’ project. The event was designed to build a super-regional cooperation system involving universities, local governments, and industry across regional boundaries, and to share best practices by region.
As the Ministry of Education reorganized the existing Regional Innovation Center University Support System (RISE) into the Anchor system, it is pursuing the establishment of a wide-area cooperation model that extends beyond universities and local governments as a core policy. Approximately 300 people attended the event, including representatives from Daegu City, Gyeongsangbuk-do, and the anchor centers of both cities and provinces, as well as officials from the Ministry of Education, the Committee on Local Era, the National Research Foundation of Korea, and universities in the Daegu and Gyeongbuk regions.
Attendees shared best practices from within and outside the region and exchanged views on super-regional collaboration models and implementation strategies.
The forum began with a keynote speech by the Committee on Local Era, followed by presentations on the Daegu-Gyeongbuk super-regional cooperation plan, an introduction to the achievements and best practices of Daegu-Gyeongbuk anchor projects, and a comprehensive discussion on the future direction of the anchor system and ways to expand inter-regional cooperation.
Along with the event, the "Anchor: Wise Answers to Foolish Questions" program and in-depth consulting were also organized. Experts from universities, industry, academia, and research institutes discussed difficulties encountered during project implementation and sought solutions for improvement, exploring field-oriented cooperation strategies.
Daegu City and Gyeongsangbuk-do have been expanding the foundation for inter-university cooperation by jointly promoting projects such as the flagship national university support program and the super-regional growth engine talent development contest. Daegu City plans to continuously expand its trans-regional cooperation framework to enhance the competitiveness of local universities and cultivate specialized talent to lead strategic industries by strengthening collaboration with Gyeongsangbuk-do, the Ministry of Education, and local universities.
Lee Eun-ah, Director General of the University Policy Bureau of Daegu City, stated, "This forum was an opportunity for Daegu and Gyeongbuk to confirm the potential for trans-regional cooperation based on an anchor system." She added, "We will continue to work closely with the Ministry of Education, Gyeongsangbuk-do, local universities, and relevant agencies to further strengthen the foundation for nurturing talent that will drive regional innovation."
