경상북도는 김진오 부위원장이 3일 경북도청을 방문해 이철우 경북도지사와 면담을 갖고 저출산·고령사회 문제 해결을 위한 정책 협력 방향을 논의했다고 밝혔다.
이번 방문은 국가적 인구 위기에 대응하기 위해 중앙정부와 지방정부 간 협력 체계를 강화하고, 지역 현장에서 추진 중인 정책 사례를 공유하기 위해 마련됐다.
이날 면담에서 경북도는 전국 최초로 추진한 ‘저출생과 전쟁’ 정책의 추진 과정과 주요 성과를 소개했다. 특히 결혼과 출산, 돌봄, 주거, 일자리 등 생애 전반을 고려한 종합적인 저출생 대응 전략과 현장 중심 정책을 설명했다.
경북도는 ‘저출생과 전쟁 시즌3’를 통해 기존 출산 지원 중심 정책에서 벗어나 청년층의 만남과 결혼 지원부터 임신·출산, 양육, 일·생활 균형, 지역 정착까지 이어지는 전 주기 지원 체계를 구축하고 있다고 밝혔다.
또한 지역사회와 민간이 함께 참여하는 인식 개선 활동과 제도 혁신을 병행하며 아이를 낳고 키우기 좋은 환경 조성에 행정력을 집중하고 있다고 설명했다.
이와 함께 경북도는 국가 차원의 인구정책 전문 연구기관 설립 필요성을 강조하며 (가칭)국립인구정책연구원의 경북 유치를 건의했다. 인구 감소와 지방소멸 문제를 체계적으로 연구하고 지역 맞춤형 정책을 개발할 전문기관이 필요하다는 점을 제시하며, 경북이 다양한 지역 유형을 보유하고 관련 정책 경험을 축적한 만큼 최적의 입지 조건을 갖추고 있다고 설명했다.

면담 이후 김 부위원장은 지역 영아돌봄 현장과 교육시설을 방문해 돌봄서비스 운영 현황과 시설 환경을 점검했다. 현장 관계자와 이용자들의 의견을 청취하며 지역 돌봄 정책의 성과와 개선 방향을 살펴보고, 향후 국가 정책에 반영할 수 있는 협력 방안을 모색했다.
김진오 부위원장은 “저출생과 고령화 문제는 중앙정부만의 노력으로 해결하기 어려운 국가적 과제”라며 “지역 현장에서 성과를 내고 있는 우수 정책을 적극 발굴하고 국가 정책과 연계해 확산할 수 있도록 노력하겠다”고 말했다.
이철우 경북도지사는 “저출생 문제는 대한민국의 지속가능성과 직결된 가장 중요한 과제”라며 “경북이 추진해 온 정책 경험과 성과를 정부와 공유하고 실효성 있는 인구정책이 전국으로 확산될 수 있도록 중앙과 긴밀히 협력해 나가겠다”고 밝혔다.
경북도는 앞으로도 전문가 및 관계기관과 협력해 저출생 극복을 위한 정책 발굴을 이어가고, 중앙정부·국회와의 협력을 통해 제도 개선과 지원 확대에도 적극 나설 계획이다.
