【브레이크뉴스 경북】이성현 기자=경상북도가 도내 기업의 RE100 달성을 돕고 농촌 지역의 새로운 수익 구조를 창출하기 위한 영농형 태양광 모델 구축에 나섰다.
경북도는 4일 동부청사에서 ‘RE100 산업단지 연계 영농형 태양광 발전사업 타당성 조사 연구용역’ 착수보고회를 개최했다고 밝혔다. 이번 사업은 산업단지에 친환경 재생에너지를 안정적으로 공급해 수출 기업의 경쟁력을 키우는 동시에, 농가 소득 증대와 청년 일자리 창출을 동시에 달성하기 위해 기획됐다.
이날 보고회에는 경북도 및 도내 7개 시 관계자와 분야별 전문가, 자문위원 등 20여 명이 집결했다. 용역을 맡은 영남대학교 산학협력단이 사업 로드맵과 추진 방향을 발표했으며, 참석자들은 시·군별 여건에 맞춘 사업 실행 전략과 ‘경북형 영농형 태양광’ 구체화 방안을 다각도로 논의했다.
이번 프로젝트는 오는 2026년부터 2030년까지 포항·경주·김천·안동·구미·영주·경산 등 7개 시의 산업단지 인근 농지를 대상으로 추진된다. 해당 부지에 영농형 태양광 단지를 조성한 뒤, 여기서 생산된 전력을 기업에 직접 매각하는 ‘직접 전력구매계약(PPA)’ 체결 기반을 마련할 예정이다. 이를 통해 글로벌 환경 규제 대응에 어려움을 겪는 지역 기업들의 RE100 이행을 실질적으로 지원하게 된다.
특히 농지 상부 구조물에서는 태양광 발전으로 전력을 생산하고, 하부 부지에서는 공동 영농 활동을 이어가는 방식을 채택해 농업 기반 유지와 새로운 소득 창출이라는 두 마리 토끼를 잡는다는 구상이다.
아울러 경북도는 주민 참여형 이익 공유 시스템을 확립해 지역 사회와의 상생을 도모하고, 지속 가능한 농촌 경제 체계를 구축할 방침이다.
김미경 경상북도 에너지산업국장은 “영농형 태양광은 식량 안보를 유지하면서 청정 에너지를 공급하는 대표적인 농촌 융복합 모델”이라며 “기업에는 든든한 RE100 이행 수단을, 농가에는 지속적인 연금 형태의 소득을 제공하는 경북형 선도 모델을 성공적으로 정착시켜 전국으로 확산시키겠다”고 말했다.

North Gyeongsang Province has set out to establish an agri-solar model to help companies within the province achieve RE100 and create a new revenue structure for rural areas.
North Gyeongsang Province announced on the 4th that it held a kick-off meeting for the ‘Feasibility Study Research Service for Agri-Solar Power Generation Projects Linked to RE100 Industrial Complexes’ at the Eastern Provincial Office. This project was planned to simultaneously boost the competitiveness of export companies by stably supplying eco-friendly renewable energy to industrial complexes, while also increasing farm income and creating jobs for young people.
Approximately 20 people gathered at the meeting, including officials from North Gyeongsang Province and seven cities within the province, as well as experts and advisory committee members. The Industry-Academic Cooperation Foundation of Yeungnam University, which is in charge of the research, presented the project roadmap and direction.
Attendees engaged in multifaceted discussions on implementation strategies tailored to the conditions of each city and county, as well as concrete plans for the ‘North Gyeongsang-style Agri-Solar’ model. This project will be implemented from 2026 to 2030, targeting farmland near industrial complexes in seven cities: Pohang, Gyeongju, Gimcheon, Andong, Gumi, Yeongju, and Gyeongsan.
The plan involves constructing agri-photovoltaic (ASP) complexes on these sites and establishing the groundwork for "Direct Power Purchase Agreements (PPAs)" to directly sell the generated electricity to companies. This will provide practical support for local businesses struggling to comply with global environmental regulations in their implementation of RE100.
In particular, the concept envisions achieving two goals simultaneously: maintaining the agricultural base and generating new income by adopting a system where solar power is generated from structures above the farmland while communal farming activities continue on the land below.
Furthermore, Gyeongbuk Province plans to establish a resident-participatory profit-sharing system to foster mutual growth with local communities and build a sustainable rural economic system.
Kim Mi-kyung, Director of the Energy Industry Bureau of Gyeongsangbuk-do, said, “Agri-photovoltaics is a representative rural convergence model that supplies clean energy while maintaining food security,” adding, “We will successfully establish the Gyeongbuk-type leading model, which provides companies with a reliable means to implement RE100 and farmers with a sustainable pension-like income, and spread it nationwide.”
