경상북도는 5일 도청 다목적홀에서 ‘경상북도 지방세입 체납관리단’ 발대식을 개최하고 오는 11월까지 4개월간 지방세 및 세외수입 체납액 징수 활동에 본격 들어간다고 밝혔다.

이날 행사에는 황명석 경상북도 행정부지사를 비롯해 김창혁·우충무 도의원, 도내 22개 시군 체납관리단 관계자 등 150여 명이 참석했다. 발대식에서는 상반기 지방세 납세지원 콜센터 우수 인력 표창 수여, 체납관리단 결의문 낭독과 함께 개인정보 보호, 현장 조사 및 상담 기법 등 실무 직무교육이 실시됐다.

올해 체납관리단은 도내 22개 시군에서 채용한 기간제 근로자 111명으로 구성됐다. 이들은 소액 체납자를 중심으로 납부 안내, 체납 원인 파악 및 실태 조사를 전담하게 된다.

특히 실직이나 사업 부도 등으로 경제적 어려움을 겪는 생계형 체납자가 확인될 경우, 지자체 복지 부서와 연결해 맞춤형 복지 서비스를 받을 수 있도록 지원하는 '복지 사각지대 발굴' 역할도 병행한다.

경북도는 지난 2016년부터 운영해 온 ‘지방세 납세지원 콜센터’의 노하우를 바탕으로, 기존 12개 시군에서 추진하던 체납관리단 사업을 올해부터 도내 22개 전체 시군으로 대폭 확대 개편했다.

황명석 경상북도 행정부지사는 “지방재정 여건이 악화된 상황에서 체납관리단의 적극적인 활동이 세입 확충과 재정 건전성 강화에 기여할 것으로 기대한다”며 “공정한 조세 정의를 실현함과 동시에 취약계층을 돕는 복지 전달체계 역할에도 최선을 다해달라”고 당부했다.
