이번 개정안은 폭염중대경보 등 자연재난 특보가 장기간 이어질 경우 취약계층과 사회복지시설, 농축산업 종사자, 전통시장 상인 등이 부담하는 전기요금을 감면하거나 완화할 수 있도록 하고, 이에 따른 비용과 전기판매사업자의 손실을 국가가 지원할 수 있도록 하는 것이 주요 내용이다.
조 의원은 앞서 지난달 폭염 피해 저감시설에 대한 국가 지원 근거를 마련하는 「자연재해대책법」 개정안을 발의한 데 이어, 이번 법안을 통해 폭염으로 인한 경제적 부담 완화까지 지원 범위를 확대한다는 방침이다.
최근 기록적인 폭염이 이어지면서 온열질환과 생업 현장의 피해도 증가하고 있다. 지난달 31일 경남 양산에서는 기상 관측 이래 최고기온인 41.4도가 기록됐으며, 이달 4일에는 서울 전역에 올여름 첫 폭염중대경보가 발효됐다. 정부도 폭염 대응을 위해 중앙재난안전대책본부 비상 대응 단계를 2단계로 격상했다.
폭염 피해는 고령층 등 취약계층에 집중되는 양상이다. 질병관리청 온열질환 응급실감시체계에 따르면 지난 3일 기준 누적 온열질환자는 2,221명, 추정 사망자는 19명으로 집계됐으며, 이 가운데 65세 이상 환자가 33.8%를 차지했다.
농업과 축산 현장에서도 피해가 커지고 있다. 폭염으로 냉방과 환기시설 가동이 늘어나면서 전기 사용량이 증가하고, 전기요금 부담까지 가중되는 상황이다. 경상북도 집계 결과 지난달 말 기준 도내 폭염으로 폐사한 가축은 8만1,561마리에 이르는 것으로 나타났다.

이에 개정안은 폭염과 한파 등 자연재난 특보가 일정 기간 이상 지속될 경우 전기판매사업자가 취약계층, 노인여가복지시설, 전통시장 상인, 축산농가 등에 대해 전기요금을 감면하거나 누진요금 적용을 완화할 수 있도록 했다. 또한 감면 과정에서 발생하는 비용과 손실을 국가가 지원할 수 있는 근거도 함께 담았다.
조지연 의원은 "폭염은 단순한 계절적 현상을 넘어 국민의 생명과 안전, 생업을 위협하는 자연재난이 되고 있다"며 "취약계층뿐 아니라 냉방과 전력 사용이 필수적인 전통시장과 농·축산업 현장의 부담을 사회가 함께 나눌 수 있는 제도 마련이 필요하다"고 말했다.
이어 "지난달 폭염 대응 체계 강화를 위한 법안에 이어 이번 개정안은 폭염으로 인한 경제적 부담을 줄이기 위한 후속 조치"라며 "기후위기로부터 국민의 일상과 안전을 보호할 수 있는 입법 활동을 지속해 나가겠다"고 밝혔다.
