영천시는 6일 금호읍 더랜드 관광호텔에서 경상북도와 경주·안동·구미·상주·의성·군위 등 대경권 말산업 특구 참여 7개 시·군이 '대경권 말산업 특구 활성화를 위한 공동협력 업무협약(MOU)'을 체결했다고 밝혔다.

이날 협약식에는 이철우 경상북도지사와 이춘우 경상북도의회 부의장, 김병삼 영천시장, 손만호 경상북도승마협회장을 비롯해 각 지자체 단체장 및 부단체장, 관계 공무원 등 30여 명이 참석했다.

협약은 대경권 말산업 특구의 경쟁력을 높이고 말산업 관련 주요 정책과 현안에 대해 경상북도와 참여 지자체가 공동으로 대응하는 협력 기반을 마련하기 위해 추진됐다.

행사는 말산업 특구 활성화 방안 보고를 시작으로 업무협약 체결과 오는 9월 개장을 앞둔 영천경마공원 현장 투어 순으로 진행됐다.

영천시는 이번 협약을 계기로 지역 말산업 인프라를 연계하고 영천경마공원 조성과 시너지를 높여 한국마사회 본사 영천 유치에도 적극 나설 계획이다.

영천은 3개 고속도로와 8개 나들목(IC)이 연결된 교통망을 갖춰 전국 접근성이 뛰어난 데다, 2015년 말산업특구 지정 이후 승마시설과 조련시설, 전문인력 양성 기반 등을 지속적으로 확충해 왔다.

또한 영천경마공원 2단계 사업 부지를 활용할 경우 추가 부지 확보 없이 행정 절차를 최소화하면서 관련 시설을 조성할 수 있는 여건도 갖추고 있다는 설명이다.

참여 기관들은 앞으로 말산업 특구 활성화를 위한 공동사업을 발굴하고 정책 협력을 확대하는 한편, 대한민국 말산업의 경쟁력 강화를 위해 지속적인 협력체계를 이어가기로 했다.

김병삼 영천시장은 "이번 협약은 단순한 업무협약을 넘어 대경권이 하나의 말산업 공동체로 함께 성장하기 위한 협력의 출발점"이라며 "지역 간 상생을 바탕으로 국가균형발전과 말산업 육성에 기여할 수 있도록 적극 노력하겠다"고 말했다.

Taking this agreement as an opportunity, Yeongcheon City plans to actively pursue attracting the headquarters of the Korea Racing Authority to Yeongcheon by linking local horse industry infrastructure and maximizing synergy with the development of Yeongcheon Racecourse.

Yeongcheon boasts excellent nationwide accessibility with a transportation network connecting three expressways and eight interchanges (ICs). Furthermore, since being designated as a Special Horse Industry Zone in 2015, the city has continuously expanded equestrian facilities, training facilities, and infrastructure for training professional personnel.

Additionally, the city explained that by utilizing the site for the second phase of the Yeongcheon Racecourse project, it possesses the conditions to construct related facilities while minimizing administrative procedures and without the need to secure additional land. The participating organizations agreed to identify joint projects to revitalize the horse industry special zone and expand policy cooperation, while maintaining a continuous cooperative framework to strengthen the competitiveness of Korea's horse industry.

Yeongcheon Mayor Kim Byung-sam stated, "This agreement goes beyond a simple business agreement and marks the starting point of cooperation for the Daegu-Gyeongbuk region to grow together as a single horse industry community." He added, "We will make active efforts to contribute to balanced national development and the nurturing of the horse industry based on mutual prosperity between regions."
