대구시는 8월 7일 시청 산격청사에서 ㈜신세계사이먼과 미국 사이먼프라퍼티 그룹, 대구도시개발공사, 대구시 동구가 참여한 가운데 대구 프리미엄 아울렛 조성을 위한 토지매매계약과 기업지원 업무협약을 체결했다고 밝혔다.
이번 계약은 지난해 12월 체결한 투자협약의 후속 절차로, 투자계획을 실제 사업으로 이어가기 위한 핵심 단계다. 이에 따라 사업은 계획 수립을 넘어 부지 확보를 마치고 본격적인 개발 절차에 착수하게 됐다.
대구시는 투자사업이 원활하게 추진될 수 있도록 관계기관과 협력체계를 구축해 행정 지원을 강화한다. 동구청과 대구도시개발공사 등이 참여하는 원스톱 기업지원 협의체를 운영해 각종 인허가와 교통대책 등 사업 추진에 필요한 행정 절차를 지원하고, 오는 2028년 개장을 목표로 사업이 차질 없이 진행될 수 있도록 뒷받침할 방침이다.
교통 기반시설 확충도 함께 추진된다. 시는 안심뉴타운 접근성을 높이기 위해 반야월로 율하교 동편네거리 일대 우회전 차로 확장공사를 추진하고 있으며, 대구외곽순환도로 개통 이후 증가한 교통량에 대응하기 위한 율하교 동편네거리 입체화 사업도 순차적으로 진행할 계획이다.
신세계사이먼은 프리미엄 아울렛 조성과 함께 지역사회와 상생할 수 있는 다양한 협력사업도 확대한다는 계획이다. 지역 상생 프로그램을 지속적으로 운영하며 지역경제 활성화에도 힘을 보탠다는 구상이다.
이번 사업은 안심뉴타운의 도시 기능을 한층 강화하는 계기가 될 것으로 기대된다. 안심뉴타운은 과거 연탄공장이 밀집했던 안심연료단지를 정비해 도시개발사업을 추진하면서 주거 중심의 신도시로 조성됐지만, 핵심 상업·유통시설 유치가 지연되면서 생활 인프라 확충에는 과제가 남아 있었다.
프리미엄 아울렛이 들어서면 주거시설 중심이던 안심뉴타운은 쇼핑과 문화 기능을 갖춘 복합생활권으로 확대될 전망이다. 사업이 완료되면 1,000명 이상의 직·간접 고용 창출과 함께 국내외 유명 브랜드 200여 개가 입점하고, 연간 600만 명 이상의 방문객이 찾을 것으로 예상된다. 이에 따라 지역 소비 확대와 주변 상권 활성화에도 긍정적인 효과가 기대된다.
또한 쇼핑과 외식, 문화·여가, 숙박을 연계한 체류형 소비 기반이 조성되면서 대구의 관광 경쟁력 강화는 물론 동부권 경제 활성화에도 새로운 성장동력이 될 것으로 전망된다.
이날 협약식에는 강대식 국회의원과 이재숙·김정민 대구시의원도 참석해 사업의 안정적인 추진과 지역 발전을 위한 협력 의지를 밝혔다.
김영섭 신세계사이먼 대표는 “이번 계약 체결로 대구 프리미엄 아울렛 개발이 본격적인 추진 단계에 접어들었다”며 “차별화된 콘텐츠와 운영 노하우를 바탕으로 대구 신세계백화점과 함께 지역을 대표하는 쇼핑 명소를 조성하겠다”고 말했다.
추경호 대구시장은 “기업이 계획한 투자가 차질 없이 이행되고 지역에 안정적으로 정착할 수 있도록 적극 지원하는 것이 중요하다”며 “착공부터 준공, 운영까지 전 과정에 걸쳐 행정 지원을 이어가 대구 프리미엄 아울렛이 대한민국을 대표하는 복합 쇼핑·문화공간으로 자리 잡을 수 있도록 힘쓰겠다”고 말했다.
