【브레이크뉴스 대구】진예솔 기자=대구시가 응급환자의 병원 선정과 이송 시간을 단축하고, 의료진의 부담을 줄이기 위한 ‘대구형 응급의료 안전망’ 구축에 본격적으로 나섰다.

대구시는 지난 11일 경북대병원에서 추경호 대구시장 주재로 의료계, 전문가, 수요자 등 20명이 참석한 가운데 응급의료 현장 간담회를 열고, ‘대구형 응급의료 안전망 강화’ 대책 추진을 공식화했다.

이번 대책은 △응급 통합 AI플랫폼 확대 △최종 치료 인프라 확충 △지역 의료계 협력 및 초광역 이송체계 강화 △의료진 법적 부담 완화 등 네 가지 방향으로 이뤄진다.

가장 먼저, 응급환자가 발생하면 병원 치료까지 이어지는 이송체계가 대폭 개선된다. 대구시는 응급환자의 생체 신호와 상태를 실시간으로 분석하고, 병상과 의료자원 현황까지 연계하는 ‘응급 통합 AI플랫폼’을 9월부터 대구지역 19개 응급의료기관과 119구급대까지 확대 적용할 예정이다.

중증응급환자가 발생할 경우에는 다중이송전원협진망을 효과적으로 활용하고, 지역 내에서 치료가 힘든 경우 대구·경북 광역응급의료상황실이 전국 단위로 전원 병원을 찾아주는 초광역 이송체계도 더욱 강화한다.  

특히, 고위험 임산부가 병원 선정 요청 후 15분이 지나도록 병원이 정해지지 않으면 전국 단위 전원체계가 자동으로 가동되는 방안도 새롭게 도입한다.

응급환자를 실제로 치료할 수 있는 인프라 확충 방안도 마련됐다.  

오는 10월부터는 6개 병원의 6개 필수진료과 의사 20명을 대상으로 ‘계약형 지역필수의사제’가 시행된다. 대구시는 이들에게 5년간 인건비 일부를 지원해 필수의료 인력 확보에 힘쓸 방침이다.

또, 권역응급의료센터는 기존 2곳에서 3곳으로, 달빛어린이병원도 5곳에서 6곳으로 연차적으로 늘릴 계획이다. 취약지역의 야간·휴일 진료기관도 1곳 추가 지정해 사각지대를 해소한다.

신생아 중환자실 병상은 147개에서 164개로 17개 늘린다. 내년에는 중증모자(母子)의료센터 신규 지정도 추진한다.

의료기관 간 협력 체계 역시 한층 강화된다.  

대구시는 AI바이오메디시티대구협의회 산하 필수의료위원회를 활용해 응급, 심장, 뇌혈관, 소아, 분만, 외상 등 필수의료 분야별 협력을 끌어올릴 계획이다. 또, 대구·경북 응급의료협의체를 꾸려 광역 순환당직제와 의료자원 공동활용 방안도 함께 마련한다.

응급환자 수용 과정에서 의료진이 겪는 법적 위험을 줄이기 위한 지원책도 마련된다.  

대구시는 직권이송된 응급환자를 치료한 의료진이 중대한 과실이 없는 경우, 형사 대응에 필요한 비용을 지원할 방침이다. 법적 부담으로 의료진이 환자 수용을 망설이지 않도록 뒷받침하겠다는 취지다.

대구시는 이번 종합 대책을 바탕으로 병원 선정과 이송 시간이 단축되고, 중증응급환자가 신속하게 적절한 치료를 받을 수 있는 시스템을 구축하겠다는 목표를 밝혔다.

추경호 대구시장은 “시민의 생명과 안전은 1초도 지체해선 안 된다”며 “환자 발생부터 이송, 치료, 회복까지 일사천리로 이어지는 대구형 응급의료 안전망을 완성해 시민 모두가 안심할 수 있는 도시를 만들겠다”고 말했다.

In particular, a new measure will be introduced whereby a nationwide transfer system is automatically activated if a hospital is not selected within 15 minutes of a high-risk pregnant woman requesting one.

Plans have also been established to expand the infrastructure necessary to actually treat emergency patients.

Starting this October, the "Contract-Type Regional Essential Doctor System" will be implemented for 20 doctors across six essential medical departments at six hospitals. Daegu City plans to focus on securing essential medical personnel by providing partial support for their labor costs for five years.

Additionally, there are plans to gradually increase the number of Regional Emergency Medical Centers from the current two to three, and the number of "Dalbit Children's Hospitals" from five to six. One additional night and holiday medical institution will be designated in vulnerable areas to eliminate blind spots.

The number of beds in Neonatal Intensive Care Units (NICUs) will be increased by 17, from 147 to 164. The designation of a new Severe Maternal and Child Medical Center will also be pursued next year.

The cooperation system among medical institutions will also be further strengthened.

Daegu City plans to leverage the Essential Medical Services Committee under the AI ​​Biomedicine Daegu Council to boost cooperation across essential medical fields, including emergency care, cardiology, cerebrovascular care, pediatrics, childbirth, and trauma. Additionally, the city will establish the Daegu-Gyeongbuk Emergency Medical Council to develop a regional rotating on-call system and measures for the joint utilization of medical resources.

Support measures will also be prepared to reduce the legal risks faced by medical staff during the process of admitting emergency patients.

Daegu City plans to support the costs necessary for criminal defense for medical staff who treat emergency patients transferred by official authority, provided there is no gross negligence. The aim is to provide support so that medical staff do not hesitate to admit patients due to legal burdens. Based on this comprehensive plan, Daegu City announced its goal to establish a system that shortens hospital selection and transport times, enabling critically ill emergency patients to receive prompt and appropriate treatment.

Daegu Mayor Choo Kyung-ho stated, “The lives and safety of citizens must not be delayed by even a single second,” adding, “We will create a city where all citizens can feel safe by completing a ‘Daegu-style’ emergency medical safety net that ensures a seamless process from patient occurrence to transport, treatment, and recovery.”
