현재 경북 지역은 인구 1천 명당 의사 수가 1.46명에 불과해 전국에서 가장 낮은 수준을 보이고 있다. 치료 가능 사망률은 전국 최고로 조사되는 등 의료 취약 문제가 꾸준히 지적되고 있다. 상급종합병원이 한 곳도 없어 중증·응급환자들이 다른 지역으로 옮겨지는 실정이다.

 

기존 의과대학 출신들의 도내 취업률 역시 3.3%에 그치면서, 지역에서 길러낸 인재조차 경북에 정착하지 않는 구조적 문제가 반복되고 있다.

 

정부 전망에 따르면 2027년부터 2031년까지 경북에 필요한 의사는 해마다 132명꼴이지만, 현행 의대 교육 여건을 감안할 때 연평균 증원 가능 인원은 90명에 불과하다. 매년 약 40명의 의료 인력이 부족할 것이란 예측이 나온다.

 

임미애 국회의원은 교육부, 보건복지부, 경상북도가 함께 참여하는 협력 체계 필요성을 제기하며 의대 신설 추진을 이어가고 있다. 임 의원은 연초 교육부와 복지부를 잇달아 만나고, 국립대 후보지도 직접 방문했다. 이를 통해 중앙정부와 지방자치단체가 힘을 모으는 방안을 논의해 왔다.

 

임 의원 측은 2027년 대학 선정 및 설립 계획 수립, 2028년 예비인증, 그리고 2030년 3월 첫 신입생을 선발한다는 구체적인 일정을 제시했다.

 

하지만 추진계획서 제출 후에도 넘어야 할 산은 많다. 의대 설립에 필요한 예산 마련, 교수 충원, 임상실습이 가능한 연계병원 확보 등이 주요 과제로 꼽힌다. 특히 경북에는 상급종합병원이 없어, 안정적인 임상교육 환경을 어떻게 만들어갈지가 정부 심사에서 핵심 변수가 될 것으로 전망된다.

 

또한 지역 의료계와 병원, 그리고 지자체의 긴밀한 협력과 지역사회의 수용성 확보도 앞으로 풀어야 할 과제다.

 

임미애 의원은 “경북의 의료 취약 문제를 근본적으로 해결하려면, 지역에서 의사를 길러내고 정착할 기반부터 마련해야 한다”고 강조하며, 정부와 경상북도, 그리고 의료계가 힘을 합쳐 의대 신설을 차질 없이 추진하겠다고 밝혔다.
